Job summary

City of Norfolk is seeking a seasoned Parking Division leader to supervise daily operations, guide policy development, and advance city-wide parking strategies. You will oversee three units, manage budgets and personnel, and drive customer-focused improvements.

The role requires strong analytical, communication, and negotiation skills, with experience in large municipal parking systems and a track record of delivering results in a complex environment.

Qualifications

• Broad knowledge of accounting, economics, budgeting, or finance; typically requires a bachelor’s degree.
• Master’s degree in business administration, public administration, or related discipline preferred.
• Minimum five (5) years of progressively responsible leadership experience in parking or related operations in a large municipal environment.

Responsibilities

• Supervise day-to-day operations of the Parking Division and its units: Garage Operations, Enforcement, and Maintenance.
• Develop and direct parking policies for on-street and off-street enforcement.
• Collaborate on strategic plans and goals aligned with the City’s values; monitor progress and adjust as needed.
• Lead division staff and oversee budgeting, payroll, and performance evaluations.
• Coordinate with other departments and external agencies to optimize operations and customer service.
