Job summary

Tillamook County Creamery Association seeks an Assistant Building Official to support the Building Official in administering local, state, and federal building codes, oversee inspections, plan reviews, and permitting, and act as Building Official in their absence.

This role leads daily operations of the building division, collaborates with planning and development, contractors, engineers, and the public to ensure safe, code‑compliant development, driving policy implementation.

Qualifications

• Five (5) years of progressively responsible work experience in building inspection, code administration or enforcement, or construction, including two years as a senior level Building Inspector/Plans Examiner with supervisory experience.
• Possession of ICC Building Official certification or successful completion of ICC legal/management module before hire and/or completes an Oregon Building Official Orientation class within twelve months of hire; OR Possesses a valid Oregon Building Official Certification and completes a Building Official Orientation class within twelve months of hire; OR completes the State of Oregon Building Official Certification class within twelve months of hire.
• Oregon Inspector Certification (OIC) within the first six months of hire; ICC Certifications: Building Inspector, Plans Examiner, Residential Inspector, Residential Mechanical Inspector, A-Level Plans Examiner and A-Level Inspector; Oregon certifications recognized.
• Preferred qualifications include Oregon SEI/SPI, Oregon A-level Electrical or Plumbing certification, and related licenses; supervisory exams and governor/state certifications may be desirable.
• A valid Oregon driver's license and driving record.

Responsibilities

• Assists the Building Official in the performance of building inspections and administrative support.
• Plans, organizes, prioritizes, assigns, and reviews the work of staff involved in building construction inspection and codes enforcement; establishes goals and project plans.
• Directly supervises permit technician staff; reviews work, evaluates performance, and makes personnel recommendations.
• Reviews blueprints and plans for code conformance; approves plans and issues building permits.
• Schedules and conducts on-site inspections for residential and commercial construction; verifies conformance to approved plans and safety requirements.
• Responds to inquiries and complaints regarding building codes; provides information and guidance to contractors, builders, and the public.
• Maintains inspection records and prepares reports; participates in budget preparation and monitoring.
• Provides expert testimony in court regarding State Building Code when needed.
• Performs additional duties as assigned.
