The City of Saint Paul is seeking a Senior Grants Specialist to oversee and administer complex grant-funded programs. You will serve as a technical resource, help ensure compliance with federal funding requirements, and support enhancements to grant management practices and systems.

The role emphasizes ARPA grant administration, risk assessments, and onboarding a grants management software platform while coordinating with City departments to meet reporting and documentation standards.

Qualifications

• Bachelor's degree in Business Administration, Public Administration, or a related field.
• Six years of progressively responsible work experience in grants administration, community development, or government program administration, at least two years as a Grants Specialist or equivalent.
• Ability to serve as a technical resource and help ensure compliance with federal funding requirements and city policies.

Responsibilities

• Support the administration, monitoring, and closeout of ARPA grant funding, ensuring programmatic, financial, and reporting requirements are met.
• Assist with risk assessments related to federal funding and identify potential compliance, financial, contractual, and programmatic risks.
• Assist with the implementation and onboarding of a new grants management software platform, including processes, data, and user training.
• Administer grant agreements, contracts, and other funding documents to ensure compliance with funding requirements and City policies.
• Provide technical assistance and guidance to City departments and project managers on grant requirements, eligibility, compliance, reporting, and administration practices.
