Qualifications

  • Bachelor's degree in Business Administration, Public Administration, or a related field.
  • Six years of progressively responsible work experience in grants administration, community development, or government program administration, at least two years as a Grants Specialist or equivalent.
  • Ability to serve as a technical resource and help ensure compliance with federal funding requirements and city policies.

Responsibilities

  • Support the administration, monitoring, and closeout of ARPA grant funding, ensuring programmatic, financial, and reporting requirements are met.
  • Assist with risk assessments related to federal funding and identify potential compliance, financial, contractual, and programmatic risks.
  • Assist with the implementation and onboarding of a new grants management software platform, including processes, data, and user training.
  • Administer grant agreements, contracts, and other funding documents to ensure compliance with funding requirements and City policies.
  • Provide technical assistance and guidance to City departments and project managers on grant requirements, eligibility, compliance, reporting, and administration practices.

Job description

The City of Saint Paul is hiring a Senior Grants Specialist. This position plays an important role in the administration and oversight of complex grant-funded programs. In this position, you will serve as a technical resource, help ensure compliance with federal funding requirements, and support the City in strengthening its grant management practices and systems.

The salary range for this position is $93,641.60 – $122,948.80 annually, with starting salary dependent on qualifications and experience.

Here what you can expect to do:
  • Support the administration, monitoring, and closeout of American Rescue Plan Act (ARPA) grant funding, ensuring programmatic, financial, and reporting requirements are met.
  • Assist with risk assessments related to federal funding, identifying potential compliance, financial, contractual, and programmatic risks and helping determine appropriate actions to address concerns.
  • Assist with the implementation and onboarding of a new grants management software platform, including supporting processes, data and document management, user adoption, and training.
  • Administer grant agreements, contracts, and other funding documents, helping ensure requirements, deliverables, expenditures, and documentation comply with applicable funding requirements and City policies.
  • Provide technical assistance and guidance to City departments, project managers, and other partners on grant requirements, eligibility, compliance, reporting, and grant administration practices.

A Bachelor's degree in Business Administration, Public Administration, or a related field; and six years of progressively responsible work experience in grants administration, community development, or government program administration, at least two years of which must have been as a Grants Specialist or equivalent.
