Job summary

City of St. Cloud is seeking a strategic Grants Program Manager to lead the City’s grants administration, focusing on securing and managing federal and state funding for infrastructure, community development, and essential public services.

The role oversees the grant management system, supervises the CDBG Program Manager, and collaborates with departments and external consultants to ensure compliance, efficient data collection, and timely reporting across all programs.

Qualifications

• Bachelor’s degree in a related field plus six years of government and CDBG grant-related experience and two years of supervisory experience; or equivalent combination.

Responsibilities

• Oversee the City’s grants management program and compliance
• Administer the Community Development Block Grant (CDBG) program
• Prepare competitive grant applications and required reporting
• Collaborate with City departments, leadership, and community partners
• Support strategic funding initiatives aligned with City priorities
• Writes and develops grant proposals to secure funding from diverse programs and projects
• Provides direction in establishing a grant planning and development program and ensures robust controls for compliance
• Creates and manages a centralized grants management, tracking, and reporting system
• Administers grant program funds through program analysis and financial reporting
• Creates a master file containing all funding information and coordinates reporting across programs
• Collaborates with staff to optimize program implementation for data collection and timely reporting
• Creates policies and systems for effective grant administration and internal controls
• Performs additional related tasks as needed

Education

Bachelor's Degree in Business Management, Public Administration, Financial Management or related field
