Job summary

Cal OES seeks an Analytics Engineer to design, develop, and maintain enterprise analytics solutions that turn data into actionable intelligence for emergency management. You will build data pipelines, governance frameworks, and BI dashboards while ensuring data quality and security.

Qualifications

• Advanced experience in data analytics and analytics engineering.
• Proficiency in SQL, Python, ETL/ELT, and data pipeline development.
• Experience with cloud data platforms, data warehouses, data lakes/lakehouses, and modern data architectures.
• Experience developing Power BI, Tableau, ArcGIS, or similar BI solutions.
• Experience with enterprise data governance, data quality, metadata, data lineage, and master data management.
• Experience preparing AI/ML-ready data and supporting predictive analytics or AI-enabled solutions.
• Strong analytical, problem-solving, communication, consulting, facilitation and critical-thinking skills are essential.
• Ability to translate complex business requirements into scalable technical and analytical solutions.
• Excellent written, verbal, presentation, and executive communication skills.
• Demonstrated ability to lead cross-functional initiatives.
• Experience with data modernization, automation, and emerging analytics technologies.
• Ability to work independently, manage competing priorities, and adapt to rapidly changing business and technology needs.
• Experience supporting emergency management, public safety, government, GIS, or other mission-critical environments is highly desirable.

Job Summary

Under the general direction of the IT Manager I, the IT Specialist II serves as the Analytics Engineer responsible for the design, development, implementation, and continuous improvement of enterprise analytics solutions that transform data into actionable intelligence for emergency management operations. The Analytics Engineer combines advanced data analysis, analytics engineering, data governance, and modern data platform capabilities to deliver trusted, Artificial Intelligence (AI)-ready data products that support strategic and operational decision-making across the department.

The Analytics Engineer designs, develops, and maintains enterprise data pipelines, analytics solutions, semantic data models, and reporting platforms while ensuring data quality, governance, security, and accessibility. The incumbent will serve as a technical advisor to program stakeholders, IT teams, and leadership by translating business requirements into scalable data and analytics solutions that support disaster preparedness, response, recovery, mitigation, and administrative operations.

Desirable Qualifications:

• Advanced experience in data analytics, analytics engineering, and data modeling.

Working Conditions:

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
