Dallas Independent School District seeks an Analyst (226 Days) to support Special Revenue Funds Management. You will assist with compliance oversight, budget development and training for central offices staff, administrators, and campus personnel for Special Education.

You will advise on IDEA-B grants, coordinate grant development and monitoring, and analyze data for compliance and expenditure reports to ensure alignment with IDEA and ESSA requirements.

Qualifications

  • Bachelor's degree from an accredited university in Business or a related field required.
  • 3+ years of directly related experience is required.
  • Knowledge regarding the Every Student Succeeds Act (ESSA) federal legislation.
  • Knowledge of business and management principles in strategic planning, resource allocation, leadership, and coordination.
  • Ability to interpret information and analyze policy and financial data.
  • Excellent writing and oral language skills; able to work with diverse audiences.

Responsibilities

  • Assist the Manager of Special Revenue Funds Management with district-wide education initiatives.
  • Support compliance oversight, budget development and training for central offices staff and campus personnel for Special Education.
  • Advise district personnel on Special Education and IDEA-B grants management and compliance.
  • Coordinate development, monitoring and maintenance of Special Education federal and state grants.
  • Gather and analyze data for grant applications, compliance and expenditure reports.
  • Report progress on program goals and expenditures per IDEA requirements.
  • Monitor and adjust budgetary amounts and expenditures related to Special Education grants.
  • Administer internal controls and procedures per federal, state, and district regulations.
  • Monitor documentation, expenditures, line-item budgets and revenue for grants.
  • Analyze data for non-compliance and assist with corrective action plans; collaborate on salary monitoring.
  • Stay current on laws and accounting principles affecting district special education funding.

Description
  • Assist the Manager of Special Revenue Funds Management to support districtwide education initiatives. Assist with compliance oversight process, budget development and compliance training for central offices staff, administrators, program directors, and campus personnel for Special Education.
  • Serve as an advisor to district personnel concerning Special Education and IDEA-B formula grants, management and compliance process
  • Coordinate the development, monitoring and maintenance of Special Education federal and state grants
  • Assist with the gathering and analyzing data for Special Education grant applications, compliance and expenditure reports
  • Assist program manager with reporting progress in meeting program goals, objectives and expenditure spending according to the Individuals with Disabilities Education Act
  • Responsible for ongoing monitoring, approval and adjustment program available budgetary amount and expenditures as related to Special Education grants
  • Administers internal control, policies and procedures in accordance with federal, state, and district regulations
  • Monitor and review all documentation, including expenditures, line-item budget and revenue for Special Education grants
  • Analyze data for instances of non-compliance. Assist with development and administration of any corrective action plans related to Special Education grants
  • Collaborate with Human Capital Management and assist with the implementation of a monthly position analysis and salary monitoring process
  • Keep abreast of technical, legislative, and professional developments, state and federal laws and accounting principles that affect district special education funding and other assigned responsibilities
  • Research publications as required for the purpose of ensuring compliance on all provisions of Individuals with Disabilities Education (IDEA) Act
Qualifications
  • Bachelor's degree from an accredited university in Business or a related field required

  • Strong writing and oral language skills
  • Ability to work and communicate with diverse audience
  • Excellent computer skills with knowledge of Microsoft Word, Microsoft Excel and Oracle
