Qualifications

• Six (6) years of experience in the aeronautical operations activities of an airport or a scheduled airline.
• Two (2) years of the General Experience must have involved responsibility for the implementation of airport policies and procedures relating directly to Airside Operations and Airport Certification.
• College training in aviation management or a closely related field may be substituted for part of the General Experience (15 semester hours = 1/2 year; up to 4 years for a Bachelor's).

Introduction

The Connecticut Airport Authority (CAA) is seeking qualified candidates for the position of Airport Operations Assistant Specialist at Bradley International Airport (BDL) in Windsor Locks, Connecticut. This full-time 40 hour per week position requires flexibility to work nights, weekends, holidays, and other non-traditional hours to support the airport's 24/7 operations. This role includes a critical winter operations and snow response responsibility, requiring participation in mandatory snow operations assignments from November 1 through April 30. During winter weather events, employees must be available to support airfield and operational activities as needed to help ensure the safe and efficient operation of the airport.

Your Role

As a member of CAA's Airport Operations team, the Airport Operations Assistant Specialist plays a key role in maintaining the safety, security, and efficiency of operations at BDL. This position is responsible for adhering to all requirements of the Airport Certification Manual (ACM), including Federal Aviation Administration (FAA) regulations outlined in 14 CFR Part 139. This role supports critical airport operations functions, including conducting airfield inspections, implementing the Snow and Ice Control Plan, coordinating responses to aircraft and non-aviation emergencies, addressing wildlife hazards, and managing other conditions that could impact the safe operation of aircraft. The position also serves as a frontline resource for airport tenants, stakeholders, and customers by responding to operational issues, coordinating escorts, reporting maintenance concerns, and assisting with security-related incidents.

Key Responsibilities

• Support Airport Operations Specialists in the oversight and coordination of daily airport activities at BDL.
• Coordinate and monitor ongoing airport operations during assigned shifts to ensure the safe, secure, and efficient movement of aircraft, vehicles, and personnel.
• Serve as a liaison among airline partners, the Federal Aviation Administration (FAA), Fixed Base Operators (FBOs), airport tenants, and lessees.
• Ensure compliance with applicable federal, state, and airport regulations, policies, and programs, including the Airport Certification Manual (ACM), Airport Security Plan, Airport Emergency Plan, Airport Diversion Plan, and Wildlife Hazard Management Program.
• Perform daily airfield inspections of the air operations areas to ensure compliance with established safety and maintenance standards.
• Monitor runway and airfield conditions and may issue Notices to Air Missions (NOTAMs) to communicate operational conditions and hazards to pilots, airlines, and the FAA.
• Assist in coordinating snow and ice control operations with maintenance staff to maintain airfield safety during winter weather events.
• Support terminal, landside, and ground transportation operations as needed to ensure a seamless customer and operational experience.
• May assist with airport noise management initiatives and respond to noise-related inquiries and complaints.
• Provide operational support during emergency incidents, security events, irregular operations, and other airport disruptions.
• Prepare reports, maintain operational records, and document incidents, inspections, and activities as required.
• Perform other related duties and special projects as assigned.

Position Requirements

An individual serving in this position must be able to successfully undergo a thorough background and security screening, pre-employment drug screening, fingerprinting and maintain required security clearance during the duration of employment. Incumbents in this class must obtain Bradley movement area certification, allowing them to independently operate vehicles and equipment on Airfield movement areas while effectively communicating with Air Traffic Control for proper clearance. Movement area certification must be maintained during the duration of employment.

Purpose of Job Class (NATURE OF WORK)

In the Connecticut Airport Authority this class is accountable for independently performing a full range of tasks in coordinating the operational activities at Bradley International Airport on an assigned shift.

Examples of Duties

• Performs duties in coordinating ongoing airport operations on an assigned shift;
• Ensures compliance with all federal and state regulations related to safe airport operation;
• Provides liaison between user airlines, Federal Aviation Administration (FAA), fixed base operators (FBO) and all airport tenants and lessees;
• Performs daily inspections of air operations areas to ensure compliance with established safety and maintenance standards;
• Observes runway conditions and may issue Notices to Airmen (NOTAMS) to advise airlines, FAA and pilots of current field conditions;
• Assists in coordinating snow removal operations with maintenance staff;
• Performs specialized duties as assigned to maintain airport security and operational priorities;
• May assist in landside and ground transportation operations or terminal building operations;
• May prepare reports and correspondence;
• May recommend changes or improvements to operating conditions, systems and procedures where appropriate;
• May respond to noise complaints;
• May assist in coordinating the airport noise abatement program;
• Performs related duties as required.

Knowledge, Skill and Ability

Minimum Qualifications - General Experience

Six (6) years of experience in the aeronautical operations activities of an airport or a scheduled airline.

Minimum Qualifications - Special Experience

Two (2) years of the General Experience must have involved responsibility for the implementation of airport policies and procedures relating directly to Airside Operations and Airport Certification.

Minimum Qualifications - Substitutions Allowed

College training in aviation management or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in aviation management or a closely related field may be substituted for one (1) additional year of the General Experience.

Preferred Qualifications

• Experience working in operations at a Part 139 airport
• Experience running snow removal operations, managing airfield construction; knowledge of radio monitoring and communication
• Working knowledge of Aircraft Rescue Fire Fighting requirements at a Part 139 airport
