Job summary

Gap Inc. Senior Manager, Technology Portfolio Governance sits within the Strategy & Governance team of the Global Technology Organization and owns the operational backbone of the function: planning, governance, demand intake, vendor and resource planning, and AI-enabled tooling that runs governance day to day.

You partner with TPMs, Product/Delivery Managers, Engineering, Finance, and vendor teams to keep demand, capacity, and reporting accurate.

Qualifications

• 8-10+ years of experience in technology portfolio governance or related fields.
• Strong Agile and quarterly planning experience.
• Experience with Jira and Jira Product Discovery and Clarity.
• Ability to translate engineering demand into capacity plans.
• Finance knowledge: Capex/Expense and budgeting.
• Vendor and MSP management experience.
• Excellent cross-functional communication.
• Retail/apparel tech experience preferred.

Responsibilities

• Support annual and quarterly planning by consolidating portfolio demand, capacity, and financial baselines into a single input.
• Own the end-to-end demand intake process with clear scope and funding.
• Coordinate demand-capacity planning and reconciliation with cross-functional teams.
• Oversee resource planning across MSP and non-MSP populations and onboarding into Clarity and Jira.
• Maintain Clarity data hygiene and recurring audits with system owners.
• Track vendor/MSP utilization against capacity ceilings and flag risks.
• Govern vendor timesheets and Clarity allocation with vendor leads.
• Create training materials and office hours for TPMs and Eng teams.
• Produce portfolio reporting and assist leadership readouts with Finance.
