Gap Inc. is seeking a Senior Manager, Technology Portfolio Governance in Pleasanton, CA. The role leads planning, demand intake, and governance, partnering with TPMs, Product, Engineering, Finance, and vendor teams to keep demand and capacity aligned with portfolio strategy.

You will manage Clarity and Jira data, drive end-to-end processes, and enable stakeholders with training and recurring reporting for quarterly leadership reviews.

Qualifications

• 8–10+ years in technology portfolio governance, demand/capacity management, or vendor operations.
• Strong Agile and quarterly planning experience; translate engineering demand into funded capacity plans.
• Hands-on Jira and Jira Product Discovery usage for roadmap/demand structuring and Clarity for tracking.
• Solid project management fundamentals across multiple concurrent workstreams.
• Understanding of Capex/Expense distinctions and budget-to-actuals tracking.
• Experience managing vendor delivery, SOW governance, and cross-team alignment.
• Able to coordinate with TPMs, Product leads, Finance, and vendor teams.
• Ability to design processes and enforce compliance with minimal bureaucracy.

Responsibilities

• Support annual and quarterly planning by consolidating portfolio demand, capacity, and baselines.
• Own end-to-end demand intake and ensure scope, funding, and guardrails.
• Coordinate demand-capacity planning with PdMs, TPMs, Eng, and Finance.
• Oversee resource planning across MSP and non-MSP populations; onboarding into Clarity and Jira.
• Maintain Clarity data hygiene and audit processes with system owners.
• Track vendor/MSP utilization against capacity ceilings; flag risks to finance.
• Govern vendor timesheets and Clarity allocation with account leads.
• Create training materials and office hours to keep data accurate.
• Produce portfolio reporting and contribute to leadership readouts with Finance on reconciliations.
