Job summary

Technology Service Corporation seeks a Developer Experience & AI Enablement Lead to own enterprise software development processes, engineering standards, secure practices, and AI-enabled capabilities across the organization. You will partner with Engineering, IT, Cybersecurity, Legal, and business-unit leadership to translate technical requirements into practical workflows, tools, and operating procedures.

Qualifications

8+ years in software engineering or DevSecOps with enterprise process improvement experience.
Experience coordinating cross-functional technical initiatives across teams or business units.
Practical understanding of SDLC, CI/CD, code review, build systems, and release management.
Experience implementing secure software development practices, including vulnerability management and SBOMs.
Ability to translate policies and risk requirements into actionable workflows and acceptance criteria.
Familiarity with enterprise tooling like GitHub/GitLab, Jira, Jenkins, and artifact repositories.
Strong leadership and communication skills; ability to influence teams.
Experience in U.S. Government contracting and eligibility for SECRET DoD clearance.

Responsibilities

Own and continuously improve the enterprise software development operating model, including lifecycle processes, CI/CD, and security controls.
Assess development practices and build a roadmap to improve consistency, maturity, and risk management.
Define and promote standardized golden-path workflows, repository blueprints, and CI/CD frameworks.
Partner with engineering leaders to align implementations and drive adoption across varying tools.
Translate cybersecurity policies and standards into engineering requirements and procedures.
Coordinate secure development practices including code review, SAST/DAST, SBOMs, and vulnerability management.
Establish governance for open-source and third-party dependencies.
Lead AI integration strategies within the SDLC, including guardrails for data and IP.
Define self-service infrastructure and automation to enable compliant repositories, pipelines, and environments.
Coordinate evaluations of dev-experience, CI/CD, artifact management, scanning, SBOM, and AI gateway tooling.
Maintain roadmaps, milestones, risks, decisions, and investment proposals for major initiatives.
Facilitate cross-functional groups and clearly document options, decisions, and follow-ups.
Establish metrics for adoption, developer experience, and delivery performance.
Provide technical leadership, mentoring, and enablement to help teams adopt enterprise processes.
