Job summary

The City of Richmond's Department of Housing and Community Development (HCD) is seeking a Project Development Manager to oversee HCD projects, manage federal entitlement funding (CDBG, HOME, and others), and expand affordable housing stock while stabilizing neighborhoods and minimizing displacement.

Qualifications

• Bachelor's degree in construction management, urban planning, business, public administration, social sciences, or related field.
• Minimum two years of related experience; equivalent combination considered.
• Knowledge of budgeting, grants administration, and regulatory guidelines.

Responsibilities

• Oversee grants and subrecipient contracts and manage program budgets.
• Track performance, establish targets, and perform risk assessments.
• Ensure compliance with NEPA, HUD regulations, CAPER, and Davis-Bacon.
• Coordinate with City departments, providers, developers, and partners.
• Present reports and project updates at meetings.
