Job summary

Thurston County Public Health and Social Services (PHSS) is recruiting for an Affordable Housing Program Manager in the Affordable Housing & Homeless Response Division, in Olympia, WA. The ideal candidate will oversee staff, manage multiple funding sources, and liaise with housing boards and regional councils.

The role involves underwriting, contract work, and monitoring housing projects with developers, plus a 24/7 readiness component for emergencies.

Qualifications

• Bachelor’s degree in public administration, public policy, humanities, a social science field, or closely related field.
• Four (4) years of progressively responsible experience related to public program and policy development or in a closely related field specific to the position.
• Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.

Responsibilities

• Supervise staff members within this division.
• Administration of a number of funding sources including Community Development Block Grants (CDBG), HOME Investment Partnership Program and other local affordable housing funds.
• Serve as staff liaison to the Regional Housing Council’s Thurston Affordable Housing Advisory Board.
• Engage in underwriting, developing contract documents including lien documents, and monitoring affordable housing projects with for-profit and non-profit housing developers.
• Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations.
