Job summary

Thurston County’s Public Health and Social Services Department seeks an Affordable Housing Program Manager in Olympia. You will supervise staff, administer funding sources (CDBG, HOME, and other local housing funds), serve as liaison to regional housing bodies, and oversee underwriting and contract documents with developers.

This role blends policy, program management, and stakeholder engagement in a dynamic, political environment.

Qualifications

• Bachelor’s degree in public administration, public policy, humanities, a social science field, or closely related field.
• Four (4) years of progressively responsible experience related to public program and policy development or in a closely related field.
• Ability to supervise personnel involved in program implementation and to manage budgets.

Responsibilities

• Supervise staff within the division.
• Administer funding sources including CDBG, HOME, and other local housing funds.
• Serve as staff liaison to Regional Housing Council and related boards.
• Engage in underwriting and developing contract documents for housing projects.
• Monitor affordable housing projects with for-profit and non-profit developers.
• Perform other duties, including emergency response during public health events.
