Job summary

Thurston County’s Affordable Housing & Homeless Response Division is hiring an Affordable Housing Program Manager to supervise two staff members and oversee administration of funding sources including CDBG and HOME. The role serves as liaison to housing councils and underwrites and monitors housing projects with developers, while engaging county and city officials and stakeholders.

The position requires a bachelor’s degree in a related field and four years’ experience in public program

Qualifications

• Bachelor’s degree in public administration, public policy, humanities, a social science field, or closely related field.
• Four (4) years of progressively responsible experience related to public program and policy development or a closely related field.
• Ability to efficiently use a personal computer and applicable software to successfully perform essential job functions.

Responsibilities

• supervise two staff members within this division.
• administer funding sources including Community Development Block Grants (CDBG), HOME Investment Partnership Program and other local affordable housing funds.
• serve as staff liaison to the Regional Housing Council’s Thurston Affordable Housing Advisory Board.
• engage in underwriting, developing contract documents including lien documents, and monitoring affordable housing projects with for-profit and non-profit housing developers.
• knowledge of affordable housing financing sources and processes.
• work in a highly visible and political environment with regular interaction with county and city elected officials, non-profit leaders, and community stakeholders.
• perform other work including a 24/7 response during public health emergency situations and disease outbreak investigations.
