Responsibilities

  • Provide leadership, supervision, and performance management for Coordinated Entry staff, including coaching, mentoring, training, and performance evaluations.
  • Direct daily operations of the Coordinated Entry System, including call center activities, assessments, referrals, diversion/prevention workflows, and housing assistance operations.
  • Ensure compliance with HUD, CoC, and local Coordinated Entry requirements; maintain equitable, person-centered service delivery.
  • Lead implementation and refinement of CE initiatives, including NASH; develop policies, procedures, training, and quality assurance protocols.
  • Oversee quality management and system performance activities; prepare operational dashboards, metrics, and reports.
  • Facilitate collaboration with community stakeholders, service providers, housing partners, and Metro departments.
  • Analyze operational and performance data to identify gaps, trends, and opportunities for improvement.
  • Support training and community education efforts through presentations, workshops, and technical assistance.
  • Attends monthly meetings in the community such as Homeless Planning Council and Coordinated Entry Oversight Committee.

Job description

Position Description. Coordinated Entry (CE) Manager serves as the operational lead for Nashville-Davidson County’s Coordinated Entry System, providing strategic leadership, systems oversight, and continuous quality improvement to ensure equitable, efficient, and HUD-compliant access to housing resources. This working manager position combines hands‑on operational leadership with direct supervision of a multidisciplinary team responsible for Coordinated Entry operations, data quality, housing assistance, special projects, and system implementation. The incumbent collaborates with OHS leadership, HMIS partners, outreach teams, service providers, housing partners, and community stakeholders to strengthen system coordination, improve performance, and advance community‑wide homelessness response strategies. The Office of Homeless Services is dedicated to improving efforts to end homelessness by harnessing local data to shape program and system design using a "systems thinking" approach.

Typical Duties

Minimum Qualifications

Bachelor’s degree in public policy, nonprofit management, or strategic design and management and Five (5) years in working in homeless services.

  • Additional education in the required degree fields may be considered in lieu of experience (1:1 ratio).
Licenses Required
  • Valid Driver License

Preferred Experience, Knowledge, Skills, And Abilities
  • Experience leading multidisciplinary teams.
  • Experience managing Coordinated Entry, HMIS, or HUD-funded programs.
  • Knowledge of HUD Continuum of Care and Coordinated Entry regulations.
  • Experience implementing organizational or system-wide initiatives.
