• Master's degree in planning, property management, or a related field plus 3 years of supervisory/administrative experience.
• Bachelor's degree in planning, property management, or a related field plus 5 years of supervisory/administrative experience.
• Experience with Affordable Housing Programs and property management or planning preferred.

Responsibilities

• Lead the Landlord Engagement team toward strategic goals and ensure tasks align with program objectives.
• Provide coaching and professional development to LE staff.
• Build and maintain relationships with landlords, developers, and housing associations to expand low-barrier housing opportunities.
• Represent the Office of Homeless Services at community meetings to advocate for affordable housing access.
• Facilitate collaboration with community partners and stakeholders to strengthen landlord engagement efforts.
• Guide the Landlord Benefits and Housing Collaborative to expand landlord participation and streamline housing navigation processes.
• Develop and implement landlord-focused curricula and online learning modules (LMS).
• Plan and facilitate landlord appreciation events, workshops, and resource-sharing opportunities.
• Collect and analyze data on landlord participation, unit availability, and housing outcomes to inform strategy.
• Facilitate bi-weekly LE workgroups and community provider trainings to strengthen system-wide capacity.
• Ensure consistent communication across service providers supporting landlord engagement.
• Participate in development conversations around affordable housing projects to secure units and influence policy.

Job description

The Landlord Engagement Manager plays a critical role in advancing the Office of Homeless Services’ mission to end homelessness by applying a systems thinking, data driven approach to strengthen housing programs and system design. The incumbent will lead the Low Barrier Housing Collective—a public-private partnership that provides support to landlords willing to rent to individuals exiting homelessness.

This role expands deeply affordable housing options by partnering with Metro departments, developers, and builders to increase units available to people earning below 30% of the Area Median Income and experiencing homelessness. It also supports the final stage of the homelessness response system by maintaining a large inventory of low-barrier housing units, onboarding private market housing partners, coordinating with landlord, and delivering trainings that build capacity across service providers and landlords.

The Office of Homeless Services is dedicated to improving efforts to end homelessness by harnessing local data to shape program and system design using a “systems thinking” approach.

• Lead the Landlord Engagement (LE) team toward strategic goals, ensuring tasks are distributed, completed efficiently, and aligned with program objectives.
• Provide coaching, guidance, and professional development to LE staff.
• Build and maintain relationships with landlords, developers, builders, property managers, and housing associations to expand low-barrier and deeply affordable housing opportunities.
• Represent the Office of Homeless Services at community meetings to advocate for affordable housing access.
• Facilitate collaboration with community partners, chambers of commerce, and other stakeholders to strengthen landlord engagement efforts.
• Guide the vision of the Landlord Benefits and Housing Collaborative (LBHC) to expand landlord participation and streamline housing navigation processes.
• Develop and implement landlord-focused curricula, trainings, and resources, including online learning modules (LMS).

• Plan and facilitate landlord appreciation events, workshops, and resource-sharing opportunities.

• Collect and analyze data on landlord participation, unit availability, and housing outcomes to inform strategy.
• Facilitate bi-weekly LE workgroups and community provider trainings to strengthen system-wide landlord engagement capacity.
• Ensure consistent communication and alignment across service providers supporting landlord engagement.
• Participate in development conversations around affordable housing projects to secure dedicated units and influence policy.

Master's Degree from an accredited college or university and three (3) years of supervisory and/or administrative experience.

OR

Bachelor's Degree from an accredited college or university and five (5) years of supervisory and/or administrative experience.
