Job description

Under limited supervision, performs technical, administrative, and professional work in assisting the Director of Emergency Management, who coordinates the activities of the Emergency Management department. Work involves overseeing the department’s budget, including divisions such as Emergency Management, Emergency Medical Services (EMS), and 911 Communications. Responsibilities include managing budgetary functions, compiling budget requests, preparing the annual budget, and overseeing EMS Billing and Collections. The employee supervises an Administrative Assistant and EMS Collections Officer and works closely with the Director to develop and manage programs related to emergency preparedness, response, recovery, and mitigation.

This position collaborates with multiple agencies at the State, Federal, and local levels. Key duties include:

  1. Developing, planning, and maintaining programs like mass care, community outreach, FEMA Programs, North Carolina Emergency Management Programs, the Emergency Operations Plan (EOP), Local Emergency Planning Committee (LEPC), County’s Continuity Plan, and the Special Medical Needs Registry.
  2. Performing budgetary and administrative functions for the department, including preparation of the annual budget, managing appropriations, reviewing monthly statements, drafting amendments, and handling procurement documents.
  3. Overseeing EMS Billing and Collections, monitoring records and procedures, and submitting quarterly and annual reports.
  4. Reviewing emergency response plans for businesses and industries.
  5. Coordinating with State, Federal, and local agencies such as North Carolina Emergency Management, American Red Cross, and local response and enforcement agencies.
  6. Supporting donation management during disaster events and developing community outreach and public education programs.
  7. Administering grants such as Homeland Security Grants, EMPG, and TIER II.
  8. Supervising budget expenditures, including purchasing equipment and supplies.
  9. Coordinating activities like exercises, training, drills, and meetings with the Director.
  10. Maintaining operational readiness of the Emergency Operations Center (EOC) and the Pitt County data profile in WEBEOC.
  11. Supervising the Administrative Assistant and EMS Collections Officer, providing backup as needed.
  12. Working on special projects as assigned.

ADDITIONAL JOB FUNCTIONS

  • Availability for meetings and work-related activities outside normal hours.
  • Availability for overnight duty and travel during emergencies or disasters, including attending out-of-town training courses.
  • Performing other related work as required.

Minimum qualifications include a Bachelor’s degree in Public Administration, Emergency Management, Business Administration, Accounting, Finance, or a related field, along with at least 3 years of emergency management planning and administrative or accounting experience, or an equivalent combination of training and experience. A valid North Carolina driver’s license is required.
