Under the direction of the Intergovernmental Relations Officer, this position serves as the City’s primary coordinator for the emergency management program, including Emergency Operations Center (EOC) readiness, training, exercises, emergency planning, regional coordination, and disaster response preparedness. In addition, this position will also support strategic City Manager’s Office initiatives, such as legislative research, grant coordination, executive reports, organizational projects, and cross-department initiatives. This position requires the ability to work nights, weekends, holidays, and extended hours during emergencies, as needed.Administrative Analyst Duties and Responsibilities:Coordinates the day-to-day administration of the City's emergency preparedness and emergency management programsAssists in developing, maintaining, and updating the City's Emergency Operations Plan (EOP), departmental emergency procedures, and other emergency planning documentsCoordinates the City’s Emergency Operations Center (EOC) readiness activities, including, but not limited to, maintaining resource information, contact lists, emergency documentation, and operational proceduresAssists with planning, organizing, and coordinating Citywide emergency preparedness training, tabletop exercises, functional exercises, drills, and employee preparedness programsCoordinates meetings with City departments, regional agencies, public safety partners, schools, utilities, nonprofit organizations, and other stakeholders to support emergency preparedness initiativesResearches emergency management best practices, applicable regulations, and emerging trends; participates in professional developmentRepresents the City Manager's Office at meetings, workshops, community events, and regional committees as assignedDevelops and maintains collaborative working relationships with City departments, governmental agencies, community organizations, consultants, and members of the publicResponds to inquiries, researches issues, and provides information regarding assigned programs and projectsPerforms other related duties as assignedProject Development Coordinator Duties and Responsibilities:In addition to the job duties and responsibilities listed for the Administrative Analyst, this levelServes as project manager for the City's emergency preparedness and business continuity programs, independently managing complex, multi-department projects from planning through implementationLeads the development, implementation, evaluation, and continuous improvement of the City's EOP, recovery plans, and related emergency management programsDevelops long-range project implementation strategies, work plans, schedules, performance measures, and resource requirements for major emergency management initiativesPlans, directs, facilitates, and evaluates Citywide emergency preparedness exercises, EOC training, drills, and activations; prepares after-action reports and oversees implementation of corrective actionsCoordinates complex emergency preparedness initiatives with City departments, Los Angeles County, Cal OES, regional emergency management organizations, public safety agencies, school districts, utilities, nonprofit organizations, and other governmental partnersAdministers consultant contracts, professional service agreements, grant-funded projects, and project budgets; develops scopes of work, evaluates consultant proposals, monitors contract performance, and ensures compliance with contractual and grant requirementsConducts complex organizational, operational, and strategic analyses;
