Job summary

Morgan Business Consulting seeks an Acquisition Analyst to support the US Navy’s PMS 435 Submarine Radar Program Office in Arlington, VA. The role focuses on acquisition planning, documentation, and oversight across pre- and post-award processes.

The candidate will travel domestically and internationally as needed, coordinate with government and contractors, and maintain program records using MS Word, Excel, PowerPoint, and SharePoint.

Qualifications

  • Active Secret security clearance required.
  • Bachelor’s degree from a US–accredited university.
  • 6+ years’ experience supporting DoD/DoW client-facing acquisitions and contracts.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and SharePoint.
  • Experience developing pre-award acquisition documentation (AS & AP, J&As, SOWs/SOOs).
  • Experience developing post-award contract documents (PRs/MODs) and CSRs.

Responsibilities

  • Provide acquisitions support to enhance the US Navy’s mission.
  • Determine acquisition approaches based on the DoD adaptive framework.
  • Develop acquisition documents (capabilities docs, acquisition strategy, program baseline, APM, and cost analyses).
  • Track issues/risks and prepare status updates for leadership and stakeholders.
  • Review and coordinate acquisition documents and signatures; route documents and manage PRs.

We are currently seeking an Acquisition Analyst to support the US Navy’s PMS 435, Submarine Radar Program Office.

What You’ll Do

Provide pivotal Acquisitions support to enhance the US Navy’s mission.

  • Determine appropriate acquisition approaches based on the DoD adaptive acquisition framework
  • Research, analyze, assess, and coordinate acquisition program documentation based on a selected adaptive acquisition pathway, including an acquisition strategy, acquisition program baseline, and acquisition decision memorandum
  • Develop acquisition documents, including the initial capabilities document, capability development document, acquisition strategy, acquisition program baseline, program management plan, acquisition decision memorandum, affordability estimate, analysis of alternatives, and cost analysis and requirements description
  • Track programmatic issues and risks to ensure they are addressed in acquisition documentation and assist with the development of status updates and briefs to program office leadership and external stakeholders
  • Provide overall acquisition process expertise and support to the team leadership, Radar APM, and support contractors, including reviewing for quality, completeness, and consistency of various acquisition documents, Acquisition Strategies, Acquisition Plans, Justification and Approvals, and Statements of Work
  • Facilitate the routing of acquisition documents and track and report the stakeholder review and signature process
  • Coordinate and review team Purchase Requisition (PR) drafts for new contract requirements and modifications to established contracts within the system and generate PRs for submission to the contracting office
  • Attend and support program leadership meetings and acquisition meetings, maintain SharePoint record management for team's acquisitions, provide quick turn-around research and response for data calls, collaborate with government and support contractors effectively, and schedule stakeholders’ reviews and ad hoc meetings
  • Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
  • Excellent attention to detail and organizational skills
  • Strong verbal and written interpersonal, communication, and presentation skills
  • Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC’s clients. Qualifications

  • Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
  • Experience developing pre-award acquisition documentation, such as Acquisition Strategies and Plans (AS & AP), Justifications and Accreditations (J&As), or Statements of Objectives and Statements of Work (SOWs & SOOs)
  • Experience developing post-award contract documents, such as Purchase Requisitions (PRs/MODs)or Technical Instructions (TIs), and managing Contract Status Reports/Trackers (CSRs)
  • Ability to self-start and multitask in a fast-paced environment and prioritize workload with minimal supervision
  • Excellent attention to detail, organizational skills, and ability to multitask
  • Strong verbal and written interpersonal, communication, and presentation skills
  • Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
  • Attend meetings and provide onsite/in-person support as required
