Job summary

Morgan Business Consulting, LLC in Arlington, VA is seeking a Junior Financial Analyst to support the U.S. Navy with program and financial management responsibilities in the Washington, D.C. area.

The role is full-time and requires in-office presence three days a week (Tue–Thu). The candidate will assist with memorandum drafting, expenditure reporting, and NEPS/SCIP data tasks, while traveling as needed and maintaining security clearances.

Qualifications

  • At least three years providing program and financial management support to U.S. Navy program offices.
  • Active DOD SECRET security clearance.
  • NEPS experience preferred but not required.
  • Experience with Security Information Portal desired.
  • Bachelor’s degree from a US-accredited institution.
  • Proficiency with Word, Excel, PowerPoint, and SharePoint.
  • Excellent attention to detail and multitasking ability.
  • Strong verbal and written interpersonal, communication, and presentation skills.
  • Willingness to travel domestically and internationally using a card as required.

Responsibilities

  • Lead program support for Foreign Military Sales (FMS) cases on behalf of government lead and relay requests to PMX-303L subject matter experts.
  • Utilize SCIP to extract case information, reformatted and distributed report to VLS correspondents.
  • Draft Memos on behalf of government lead and distribute to PMX-303L case managers.
  • Update expenditure reports from field activities to maintain RSN expiry dates.
  • Utilize NEPS to extract consolidation report.
  • Draft, clone, and edit TPSs in NEPS to capture statements of work for field activity.
  • Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required.
  • Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or clients.

Junior Financial Analyst

Full Time Arlington, VA, US

Salary Range: $60,000.00 To $90,000.00 Annually

We are currently seeking a Junior Financial Analyst to join our team supporting the U.S. Navy in Washington, D.C. This position requires 3 days in office (Tuesday‑Thursday) in Crystal City, VA.

What you’ll do:

The Junior Financial Analyst will provide program and financial management support to the FMS group at IWS 4.

Responsibilities:
  • Lead program support for Foreign Military Sales (FMS) cases on behalf of government lead and relayed requests to PAE Munitions PMX-303L subject matter experts
  • Utilize Security Cooperation Information Portal (SCIP) to extract case‐pertinent information, reformatted and distributed report to VLS correspondents
  • Draft Memorandums (Memos) on behalf of government lead and distributed to PMX-303L case managers
  • Update expenditure reports from field activities, e.g. Naval Surface Warfare Center, Dahlgren Division (NSWC DD) to maintain Requisition Serial Number (RSN) expiry dates
  • Utilize NAVSEA Enterprise Planning System (NEPS) to extract consolidation report
  • Draft, clone, and edit Tasking Planning Sheets (TPSs) in NEPS to capture statements of work for field activity on behalf of funding activity
  • Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required
  • Travel domestically and internationally, provide in‑person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC’s clients. Qualifications:

  • Strong verbal and written interpersonal, communication, and presentation skills
  • Ability and willingness to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
