Job summary

Eau Claire County is seeking an Accounts Receivable/Compliance Review Fiscal Associate to support DHS financial operations, billing, collections, and regulatory compliance. The role involves GAAP adherence, processing invoices, and coordinating with multiple systems to ensure accurate records.

Qualifications

• GAAP, county policies, and applicable state and federal regulations compliance.
• Prepares invoices, statements, payments, deposits, journal entries, and reconciliations.
• Coordinates billing for third-party payers and resolves discrepancies.
• Conducts collections and researches reimbursement opportunities to maximize revenue.
• Maintains accurate financial records and supports audits and regulatory reviews.
• Generates monthly, YTD, and ad hoc financial reports for leadership.
• Keeps up-to-date with DHS, DCF, Medicaid regulations to ensure compliance.
• Uses Avatar, Linq, eWiSACWIS, CARES, QuickBooks, ForwardHealth, HSRS, PandaDocs.
• Manages DOR accounts, payments, refunds, and tax intercepts.
• Responds to billing, contracts, and account inquiries from staff and providers.
• Assists with provider contracts, licensure, insurance documentation, and logs.
• Supports CCS rate analysis and rate setting.
• Cross-trains for backup support.

Responsibilities

• Oversees AR activities and ensures timely invoicing and payments.
• Monitors deposits, reconciliations, and journal entries for DHS programs.
• Coordinates third-party billing and ensures correct payment allocations.
• Drives collections and identifies opportunities for retroactive funding.
• Maintains fiscal records and supports internal and external audits.
• Produces regular financial and regulatory reports for leadership.
• Tracks regulatory changes to remain compliant with DHS/DCF/Medicaid.
• Utilizes financial systems to ensure accurate data and workflows.
• Responds to inquiries from staff, providers, and clients about contracts and accounts.
• Supports contract administration and tracking of provider logs.
• Contributes to rate analysis for CCS programs.
• Cross-trains to provide backup coverage for team members.
