Gizli seeks a senior Leader to head the Proposal Department in Turkey's Marmara region. You will own end-to-end bid processes for energy, construction, and infrastructure projects, coordinating strategy, cost estimation, and documentation with cross-functional teams.

You will manage both local and international tenders, assess risks, and drive high-quality proposals meeting customer requirements and company standards. Fluent English and travel readiness are essential.

Formación

• Bachelor’s or Master’s degree in Engineering or a related technical discipline.
• 15+ years of experience in proposal management, tendering, engineering, or project management within energy/construction.
• Proven experience in local and international tender processes.
• Strong cost estimation, contract management, commercial evaluation, and risk assessment skills.
• Experience in large-scale energy, industrial, infrastructure, or construction projects preferred.
• Strong leadership, people management, and stakeholder management abilities.
• Excellent communication, negotiation, and presentation skills.
• Advanced MS Office skills (Excel, PowerPoint).
• Fluent in English (written and spoken).
• Willingness to travel internationally when required.

Responsabilidades

• Lead and manage the Proposal Department reporting to executive management.
• Own end-to-end proposal processes including bid strategy, technical docs, cost estimation, pricing, and stakeholder coordination.
• Manage local and international tenders for energy, construction, and infrastructure projects.
• Ensure timely delivery of high-quality proposals in line with customer requirements and standards.
• Analyze commercial, technical, contractual, and execution risks and develop mitigation strategies.
• Oversee cost estimates, commercial proposals, budgets, and tender documentation.
• Collaborate with engineering, procurement, construction, legal, finance, and business development teams.
• Support contract negotiations through technical and commercial evaluations.
• Maintain and improve proposal processes, templates, and cost databases.
• Engage with customers, consultants, subcontractors, and suppliers to clarify requirements.
• Prepare executive presentations to support strategic decisions.
