Job summary

CHINA COMMUNICATIONS CONSTRUCTION COMPANY LIMITED (Singapore Branch) is seeking a qualified Tender Quantity Surveyor to review and prepare tender packages, coordinate with internal teams, and manage pricing and cost documentation for competitive submissions.

You will liaise with engineers, consultants and subcontractors, ensuring compliance with Employer's Requirements and contractual conditions while maintaining records and databases for future reference.

Qualifications

  • Diploma or Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Building Services or related disciplines.
  • Minimum 2 years of relevant experience in M&E quantity surveying, tendering or contract administration.
  • Familiar with M&E systems including ACMV, Electrical, Fire Protection, Plumbing & Sanitary, ELV and associated building services works.
  • Experience in data center, building, design-and-build, civil engineering, infrastructure or public sector projects will be an advantage.
  • Tender experience is preferred.

Responsibilities

  • Review tender documents, drawings, specifications, Employer's Requirements, conditions of contract, and authorities' requirements.
  • Coordinate with internal departments and tender teams for tender preparation.
  • Attend tender meetings with consultants.
  • Prepare quantity take-offs.
  • Source and evaluate quotations from subcontractors, suppliers and service providers including cost comparisons and estimates.
  • Assist the Lead Tender QS in pricing schedules, BOQ, cost breakdowns and all commercial documents for tender submissions.
  • Maintain tender records, pricing databases and historical cost information.
  • Upon award, assist in tender handover including pricing assumptions, risks and contractual obligations.
  • Carry out any other tendering, estimating, commercial or contractual duties for tenders.
  • Reporting to Commercial / Contracts Manager.
  • Perform duties in accordance with company policies.

Job Descriptions
  • Review of all tender documents, drawings, specifications, Employer's Requirements, conditions of contract, and relevant authorities' requirements.
  • Coordinate with internal departments, liaise and coordinate with tender managers, technical team, planning team, BIM team, engineers and consultants for tender preparation.
  • Attend internal tender meeting and meeting with consultants.
  • Prepare quantity take-offs.
  • Source, obtain and evaluate quotations from subcontractors, suppliers and service providers including prepare quotation cost comparison, cost analysis, cost estimates.
  • Assist the Lead Tender Quantity Surveyor in the preparation of pricing schedules, Bills of Quantities, cost breakdowns, tender estimates, and all commercial documents required for tender submissions.
  • Maintain tender records, pricing databases, subcontractor databases and historical cost information.
  • Upon award, assist in tender handover to the project team, including briefing on pricing assumptions, risks and contractual obligations.
  • Carry out any other tendering, estimating, commercial or contractual duties necessary for the successful preparation and submission of tenders.
  • Reporting to Commercial / Contracts Manager.
  • Perform all duties in accordance with CCCC policies, processes, systems and procedures.
  • Any other ad hoc tasks assigned by superior.
Job Requirements
