Job summary

Randstad Singapore is seeking an experienced Tender & Contracts Manager to direct the end-to-end bidding lifecycle for major civil engineering and infrastructure projects. You will lead a dedicated team to formulate competitive proposals from appraisal through to final award.

The role requires strong collaboration with Engineering, Procurement, and Quantity Surveying to consolidate technical and financial data, and to manage client clarifications and supplier negotiations.

Responsibilities

• Direct the complete submission process for complex infrastructure projects, ensuring deadlines and regulatory compliance.
• Formulate competitive pricing strategies, detailed budgets, and accurate cost estimates.
• Critically evaluate internal cost breakdowns, subcontractor quotes, and BOQs to maximize bid competitiveness.
• Scrutinize technical specifications and contract terms to flag commercial risks and obligations before submission.
• Partner with Engineering, Procurement, and Quantity Surveying to consolidate data for bids.
• Act as primary client liaison; negotiate with suppliers and subcontractors to secure optimal pricing.
