Job summary

WECRUIT PTE. LTD. in Singapore seeks an experienced tendering professional to lead and manage tender preparation and submission for civil engineering and infrastructure projects.

The role covers planning, cost estimation, commercial evaluation, risk assessment, and cross-functional coordination to ensure accurate, competitive submissions. You will liaise with QS, engineering, procurement, and other departments to consolidate inputs and ensure compliant tender proposals, while overseeing cost

Qualifications

• Experience leading tender submissions for civil/infrastructure projects.
• Ability to coordinate inputs from multiple departments and stakeholders.
• Strong understanding of cost drivers and pricing strategies.

Responsibilities

• Lead and coordinate the tendering team in preparing and submitting tender proposals for civil engineering and infrastructure projects.
• Manage the entire tendering process, from initial document review and tender planning to final submission.
• Review tender documents, technical drawings, specifications, and contract conditions to identify project requirements, risks, and commercial implications.
• Work closely with Quantity Surveying, Engineering, Procurement, and other departments to consolidate inputs.
• Oversee cost estimation, budget preparation, pricing strategies, and tender quotation development.
• Review BOQ, cost breakdowns, and subcontractor quotations to ensure accuracy and competitive pricing.
• Identify contractual obligations, project risks, and commercial considerations and incorporate measures into tender proposals.
• Liaise with clients, consultants, subcontractors, and suppliers for clarifications and quotations.
• Monitor tender progress, ensure submissions meet deadlines and requirements.
• Present tenders evaluations and recommendations to management regarding pricing and feasibility.
• Maintain organised tender records, cost databases, and historical pricing information.
• Manage post-tender clarifications and handover to the project delivery team.

Key Responsibilities

• Lead and coordinate the tendering team in preparing and submitting tender proposals for civil engineering and infrastructure projects.
• Manage the entire tendering process, from initial document review and tender planning to final submission.
• Review tender documents, technical drawings, specifications, and contract conditions to identify project requirements, risks, and commercial implications.
• Work closely with Quantity Surveying, Engineering, Procurement, and other relevant departments to consolidate technical, operational, and commercial inputs.
• Oversee cost estimation, budget preparation, pricing strategies, and tender quotation development.
• Review Bills of Quantities (BOQ), cost breakdowns, and subcontractor quotations to ensure accuracy, cost efficiency, and competitive pricing.
• Identify contractual obligations, project risks, and commercial considerations and incorporate appropriate measures into tender proposals.
• Liaise with clients, consultants, subcontractors, and suppliers to obtain clarifications, quotations, and supporting tender information.
• Monitor tender progress, coordinate internal reviews, and ensure submissions meet specified deadlines and tender requirements.
• Present tender evaluations and recommendations to management regarding pricing, project feasibility, commercial exposure, and submission strategies.
• Maintain organised tender records, documentation, cost databases, and historical pricing information.
• Manage post-tender clarifications and negotiations and coordinate the handover of successful tenders to the project delivery team.
