Job summary

ATT Systems (S’pore) Pte Ltd is seeking a Technical Procurement Specialist to translate solution architectures into complete, itemized BOMs, manage distributor and OEM engagement, and provide pricing input for competitive bids.

You will work closely with Sales, Pre-Sales and Project teams, as well as technology vendors and OEMs in Singapore, to ensure solutions are technically viable and commercially sound.

Qualifications

• Diploma or Degree in IT, Engineering, Procurement, Supply Chain, or related discipline.
• 3–5 years of relevant experience in technical procurement, IT procurement, technical pre-sales, solution costing, distribution or a similar role.
• Experience in preparing BOMs and costing for IT infrastructure, cybersecurity or technology solutions.
• Strong Excel and analytical skills, with the ability to perform costing and multi-year price comparisons.
• Ability to understand technical specifications and identify missing components or requirements.

About the Role

We are looking for a Technical Procurement Specialist to join our team and support the sourcing and costing of technology solutions for our customers.

This role sits at the intersection of technical solutioning, procurement and commercial operations. You will work closely with our Sales, Pre-Sales and Project teams, as well as technology vendors, distributors and OEMs, to ensure that our proposed solutions are technically suitable, competitively priced and commercially viable.

Key responsibilities:

Bill of materials development

• Translate solution architectures into complete, itemized bills of materials covering hardware, software licensing, subscriptions, support entitlements and professional services
• Review quoted SKUs to ensure they include the necessary features, licensing, and support levels required for the solution
• Identify what is missing. Solution designs routinely omit transceivers, mounting hardware, expansion enclosures, license uplift for high availability, and multi-year support. Closing those gaps before submission rather than at delivery is the core of the role
• Analyze and budget for ongoing licensing, subscription, and support costs, including future renewal requirements
• Maintain version control over bills of materials as designs evolve during bid and clarification cycles

Distributor and OEM engagement

• Onboard ATT with distributors and OEMs, including partner-level registration, certification requirements and deal registration
• Negotiate pricing, discount structures, rebate arrangements and credit terms
• Secure deal registration and project-specific pricing on competitive bids
• Manage the OEM relationship through the bid cycle: technical validation, sizing confirmation, roadmap and end-of-support disclosure, and letters of support where a tender requires them
• Maintain a distributor and OEM register recording partner status, entitlements, contacts, lead times and commercial terms

Commercial and delivery support

• Provide pricing input to bid teams within tender timelines, including options, alternatives and value-engineered variants
• Track lead times and stock availability, and flag supply chain risk to project schedules early enough to act on
• Support the transition from award to procurement — purchase order placement, order tracking, delivery scheduling and discrepancy resolution
• Maintain pricing history and benchmark data so ATT can assess whether a quotation is competitive rather than accepting it as given

Compliance and lifecycle

• Verify licensing and support terms are workable in the deployment environment. Periodic reactivation or telemetry callback can be unusable regardless of technical fit
• Confirm certification and compliance evidence where a tender requires it: FIPS validation status, Common Criteria, cloud security certifications and including that the certificate covers the specific model and firmware being quoted
• Track end-of-life and end-of-support dates for quoted products and flag where a product would reach end-of-support within the contract term
• Maintain awareness of government technology standards and approved product lists relevant to ATT's markets

What We’re Looking For

• Diploma or Degree in IT, Engineering, Procurement, Supply Chain, Business or a related discipline.
• 3–5 years of relevant experience in technical procurement, IT procurement, technical pre-sales, solution costing, distribution or a similar role.
• Experience in preparing BOMs and costing for IT infrastructure, cybersecurity or technology solutions.
• Good understanding of hardware, software licensing, subscriptions and support models.
• Strong Excel and analytical skills, with the ability to perform costing and multi-year price comparisons.
• Ability to understand technical specifications and identify missing components or requirements.
• Experience working with technology vendors, distributors or OEMs in Singapore.
• Strong negotiation, communication and stakeholder management skills.
• Detail-oriented, organized and able to manage multiple projects and deadlines.

It Would Be an Advantage If You Have

• Experience with enterprise infrastructure, networking or cybersecurity solutions.
• Experience supporting government or public-sector tenders.
• Familiarity with GeBIZ and Singapore Government technology procurement.
• Experience with tender pricing schedules and technical compliance requirements.
• Vendor certifications or accreditations from major IT infrastructure or cybersecurity OEMs.
