Job summary

The ideal candidate has 2–3 years in procurement or supply chain roles, with knowledge of Singapore procurement regulations. Strong negotiation and stakeholder management skills are essential for success in a project-driven environment.

Qualifications

  • Diploma or bachelor’s degree in quantity surveying, supply chain management, business administration, finance, or a related field.
  • 2–3 years of experience in procurement management or supply chain roles, preferably in a project-driven industry.
  • Experience with Singapore procurement regulations, government-linked procurement, and regulatory compliance is an advantage.

Responsibilities

  • Support procurement strategies to optimize cost, quality, and efficiency for projects and operations.
  • Assist in vendor pre-qualification, approvals, and performance reviews to ensure a reliable vendor pool.
  • Provide procurement and cost support for pre-award tender submissions in line with policies.
  • Support tender and bid submissions with vendor cost inputs.
  • Assist in procurement and consultancy support to enhance procurement protocol efficiency.
  • Maintain and update the approved vendor list and source new suppliers as needed.
  • Drive efficiency in procurement and contract workflows through digital tools and ERP systems.
  • Maintain contract reports to track vendor reliability and procurement savings.
  • Assist the QS team in project procurement activities as requested.

Job description

A Day in the Life:
  • Support the development and implementation of procurement strategies that optimize cost, quality, and efficiency for projects and operations.
  • Assist in vendor pre-qualification, approvals, and performance reviews to ensure a reliable and competitive vendor pool.
  • Provide procurement and cost support for pre-award tender submissions, ensuring compliance with Company’s procurement policies.
  • Provide procurement and vendor cost inputs to support tender and bid submissions where needed.
  • Support the in-procurement exercise and development/execution of consultancy support to the company, enhancing procurement protocol efficency.
  • Maintain and update the approved vendor list, support the sourcing of new suppliers to meet business requirements.
  • Assist in driving efficiency in procurement and contract workflows through digital tools and ERP systems.
  • Performance of other tasks which may be assigned by the Head of Department from time to time.
  • Support the QS team in executing project procurement related activities when requested, aligned with project objectives.

Who We are Looking For:
  • Diploma or bachelor’s degree in quantity surveying, Supply Chain Management, Business Administration, Finance, or a related field.
  • At least 2 to 3 years of experience in procurement management, or supply chain roles, preferably within a project-driven industry.
  • Experience with Singapore’s procurement regulations, government-linked procurement, and regulatory compliance is an advantage.
Knowledge/Skill Requirements:
  • Understanding of supply chain concepts to support vendor interactions, particularly in manufacturing context.
  • Proficiency in ERP systems and digital procurement tools is an advantage.
  • Exposure to tender and bid support processes in a project-driven environment is an advantage.
  • Strong analytical, and stakeholder management skills, with exposure to negotiation process.
  • Excellent communication skills, with the ability to convey procurement matters clearly to vendors, senior management, and cross-functional teams.
  • Ability to collaborate effectively with finance, and project management teams.
  • Knowledge of government procurement regulations and industry best practices is an advantage.
