Job description

This role is posted on behalf of TECHLEAD TECHNOLOGY PTE. LTD. with support from the Singapore Business Federation (SBF) under the JSIT WST initiative. Our member company is seeking a meticulous and motivated Procurement Executive/Manager to join the team In this role, you will play a critical part in leading end-to-end procurement, supplier management, inventory planning, and logistics activities to ensure cost-effective purchasing, material availability, and supply chain efficiency. Collaborate closely with cross-functional teams and suppliers to drive operational excellence, optimise inventory, strengthen vendor performance, and support business growth while ensuring compliance with company and regulatory requirements.

Job Responsibilities
Procurement Management
  • Manage the full procurement cycle, including sourcing, supplier evaluation, quotation, negotiation, purchasing, order placement, and delivery follow-up.
  • Identify, evaluate, and develop qualified suppliers to ensure competitive pricing, product quality, and reliable delivery performance.
  • Prepare and issue Purchase Orders (POs) and monitor procurement activities to ensure timely material availability.
  • Conduct supplier negotiations to achieve cost-effective purchasing while maintaining quality and service standards.
  • Continuously identify alternative suppliers and sourcing opportunities to enhance supply chain resilience and cost competitiveness.
  • Establish, maintain, and continuously improve the approved vendor database.
  • Evaluate supplier performance based on quality, cost, delivery, responsiveness, and overall service.
  • Build and maintain strong, long-term relationships with local and overseas suppliers.
  • Coordinate with vendors on pricing, delivery schedules, payment terms, contracts, and order-related matters.
  • Resolve supplier issues relating to quality, delivery discrepancies, invoice variances, and corrective actions.
  • Support supplier qualification, onboarding, performance reviews, and continuous improvement initiatives.
Inventory Management
  • Monitor inventory levels to ensure sufficient material availability while minimizing excess inventory.
  • Plan replenishment based on inventory status, project requirements, and operational demand.
  • Work closely with the Warehouse team to maintain inventory accuracy and efficient stock control.
  • Support periodic stock takes, inventory reconciliation, and variance investigations.
  • Monitor slow-moving and obsolete inventory and recommend appropriate inventory optimization strategies.
  • Ensure timely material availability to support project execution and daily operations.
Logistics & Cross-functional Coordination
  • Coordinate local and international shipments with freight forwarders and logistics providers.
  • Work closely with Engineering, Operations, Warehouse, Finance, and Sales teams to support procurement and project requirements.
  • Coordinate import and export documentation and shipping arrangements where applicable.
Process Improvement & Compliance
  • Maintain accurate procurement records, purchasing documentation, and supplier information.
  • Drive continuous improvement initiatives to enhance procurement efficiency and optimize supply chain performance.
  • Support cost reduction initiatives through strategic sourcing and supplier negotiations.
  • Ensure compliance with company policies, procurement procedures, ISO management systems, and applicable regulatory requirements.
  • Perform any other duties assigned by Management.
Job Requirements
  • Diploma or Degree in Supply Chain Management, Procurement, Business Administration, Logistics, or a related discipline.
  • Minimum 3–5 years of relevant experience in procurement, purchasing, or supply chain management, preferably in the construction, engineering, semiconductor, or manufacturing industry.
  • Experience in managing the full procurement cycle, including sourcing, supplier evaluation, quotation, negotiation, purchasing, and delivery coordination.
  • Good knowledge of inventory management, warehouse operations, and supplier management.
  • Familiar with import/export procedures, shipping documentation, and logistics coordination.
  • Strong negotiation, communication, and vendor relationship management skills.
  • Good analytical, problem-solving, and cost management abilities.
  • Proficient in Microsoft Office applications (Excel, Word, Outlook). Experience with ERP or procurement systems is an advantage.
  • Able to work independently, manage multiple priorities, and meet tight deadlines.
