Job summary

CHINA HARBOUR (SINGAPORE) ENGINEERING COMPANY PTE. LTD. seeks an experienced procurement professional to manage supplier sourcing, execution, and coordination for multiple markets including Singapore and China. You will support project teams, perform negotiations, and ensure timely deliveries aligned with schedules.

The role requires a degree in a related field and 3–5 years in procurement or supply chain within construction materials. ERP/e-procurement experience is preferred.

Qualifications

• Bachelor’s degree or above in a related field such as SCM, logistics or engineering management.
• 3–5 years of procurement, supply chain or construction materials experience.
• Familiarity with construction materials and equipment and supplier evaluation basics.
• Knowledge of customs clearance, import/export, and logistics coordination.
• Proficiency with Microsoft Office and ERP/e-procurement tools.

Responsibilities

• Conduct market research and identify suitable suppliers for construction materials and project supplies.
• Develop and maintain a supplier network across Singapore, China and other markets.
• Assist Head Office and project teams with enquiries, quotation comparisons, and contract recommendations.
• Track procurement to align with project schedules and quality standards.
• Coordinate with internal teams and suppliers to resolve procurement and delivery issues.
• Support centralised procurement arrangements and framework agreements.
• Promote standardised procurement procedures across projects.
• Work with Supply Chain Team to handle approvals, customs, and logistics.
• Perform periodic supplier performance evaluations on delivery, quality, safety and environmental criteria.
• Maintain supplier records and support qualification/compliance reviews.

About the role

This role supports procurement activities for a construction-focused organisation, managing supplier sourcing, procurement execution, supply chain coordination, and supplier performance across multiple markets including Singapore and China.

Key responsibilities

• Conduct market research and identify suitable suppliers for construction materials, equipment and project-related supplies based on the requirements of ongoing projects
• Develop and maintain a reliable supplier network in Singapore, China and other sourcing markets
• Support the Head Office and project teams in procurement activities, including enquiries, quotation comparisons, commercial negotiations and contract recommendations
• Follow up on the procurement of materials and equipment to ensure compliance with project schedules, quality standards and company requirements
• Coordinate with internal departments, project teams and suppliers to resolve procurement and delivery-related matters
• Support the implementation of centralised procurement arrangements and framework agreements
• Promote the consistent implementation of standardised procurement procedures across projects
• Work closely with the Supply Chain Team to facilitate procurement approvals, customs clearance, logistics arrangements and material deliveries
• Conduct periodic supplier performance evaluations covering delivery, quality, service, safety and environmental requirements
• Maintain supplier records and support supplier qualification and compliance reviews

About you

• Bachelor's degree or above in Supply Chain Management, Logistics Management, Engineering Management or a related discipline
• Three to five years of relevant experience in procurement, supply chain management or construction material management
• Familiarity with construction materials and equipment, including tiles, paints, gypsum boards, stone products, metal products, mechanical and engineering equipment, mineral fibre ceiling boards, toilet partitions and roller shutters
• Good knowledge of supplier sourcing, quotation evaluation, price comparison, commercial negotiation and contract administration
• Familiarity with customs clearance, import and export procedures, and logistics coordination
• Understanding of procurement compliance requirements and project material management processes
• Proficiency in Microsoft Office applications
• Strong communication, coordination and execution skills
• Experience working with large construction companies or overseas projects will be an advantage
• Experience using ERP or e-procurement systems is preferred
