Job summary

Qualifications

• Bachelor's Degree or Diploma in Procurement, Supply Chain Management, Business, Engineering or a related discipline
• Minimum 10-15 years of procurement experience in a local contractor or construction-related company in Singapore, including at least 5 years in a managerial role
• Good interpersonal and communication skills, with the ability to engage and work effectively with stakeholders at all levels
• Strong experience in strategic sourcing, tendering, contract management, supplier management and commercial negotiations
• Proven track record in supplier negotiations, delivering cost savings while maintaining quality and service standards
• Well-established network of local suppliers and the ability to source suitable suppliers internationally
• Good knowledge and understanding of procurement best practices and construction industry market trends
• Strong commercial acumen with sound & excellent analytical, problem-solving and stakeholder management skills
• Highly organized and detail-oriented, with the ability to manage priorities in a fast-paced environment
• Demonstrated leadership capabilities, with experience in developing teams and driving procurement performance

Responsibilities

• Manage the sourcing and procurement of materials, equipment and services required to support operational and project requirements
• Identify, evaluate, source and develop reliable local and international suppliers to ensure competitive pricing, consistent quality, and timely deliveries
• Lead negotiations with suppliers to secure favorable pricing, commercial terms, and contract conditions and overall value
• Manage the end-to-end tendering process, including supplier identification, preparation of tender documents, quotation evaluation, clarifications, negotiation, and contract award
• Build and maintain strong supplier relationships while monitoring supplier performance and resolving quality, delivery & supply related issues
• Monitor market trends, material prices, supplier capacity, and supply chain risks to support informed and cost-effective procurement decisions
• Collaborate with Operations, Projects, Finance and other stakeholders to ensure procurement requirements are clearly defined and fulfilled in a timely manner
• Identify and implement process improvements to enhance procurement efficiency and achieve cost savings
• Ensure procurement activities comply with company policies, contractual obligations and regulatory requirements
• Lead, supervise and develop the procurement team while preparing procurement reports, budgets and performance updates for Management
