Job summary

Seatrium Ltd. is seeking a Subcontracting and Compliance professional to oversee QA procedures, liaise with internal stakeholders and sub-contractors, and lead process improvements.

The role involves managing subcontractor registrations, revalidations, and tender preparations, while coordinating with Production and Project teams for on-time delivery. The candidate will review foreign worker permits, assist in claims assessment for variations, and ensure compliance with regulatory requirements

Qualifications

• Diploma or Degree in Engineering or equivalent.
• At least 1 year of subcontracting experience with basic production and/or engineering knowledge.
• Proficient in Microsoft Office, SAP and iSRP system.
• Possesses good communication and interpersonal skills.
• Basic knowledge of contract law, local regulatory requirements and subcontracting nature of business and systems.
• Possesses updated knowledge of corporate compliance, labour policies and employment laws.
• Possesses updated knowledge of market rates of labour and specific services for the organization’s construction activities.
• Possesses basic knowledge of offshore and marine construction capabilities and production facilities.

Responsibilities

• Ensure all relevant Quality Assurance Procedures and SOPs are observed.
• Liaise with internal department stakeholders and subcontractors in-house and out of yard.
• Lead and devise improvement initiatives for existing processes, policies and procedures.
• Maintain a list of reliable subcontractors and manage registrations and revalidations.
• Prepare commercial terms, bid analysis, and negotiate with subcontractors as needed.
• Coordinate subcontracting work for specific projects with production and project teams.
• Assist Project Management on claims assessment for original/variation workscope and cost reporting.
• Review post project evaluation findings prior to final Sub-contract Committee evaluation.
• Map out subcontractors’ workload with Production to ensure fair distribution.
• Review subcontractors’ foreign worker permits and sponsorship classifications.

Job description

Responsibilities

• Ensure all relevant Quality Assurance Procedures and SOPs are always observed
• Liaise with the internal department stakeholders as well as sub-contractors both in-house and out of yard
• Lead and devise improvement initiatives for existing processes, policies and procedures
• Maintain a list of reliable sub-contractors to complement the organization workforce through:
• Screening and registration of new sub-contractors
• Revalidation of existing sub-contractors
• Post project evaluation of sub-contractors
• Ensure adequate information/ requirements are supplied for sub-contractors’ tenders
• Prepare commercial terms/ bid analysis and negotiate with sub-contractors, if necessary
• Ensure the coordination of all sub-contracting work for specific projects are in place
• Assist Project Management on claims assessment for original/ variation workscope, including compilation and reporting of sub-contract cost
• Review the compiled post project evaluation prior to final evaluation by Sub-contract Committee
• Ensure the map out of sub-contractors workload to be done in advance with Production Department and to be of fair distribution
• Prepare reports and presentations for management reviews, if required
• Review subcontractors’ applications/renewals for foreign workers’ permits
• To manage subcontractors according to their sponsorship classifications, in areas of:
• Assessing the dependency ratio
• Assessing the adequacies of project values
• Tracking the progress of foreign workers’ recruitment
• Tracking the local workers employment activities
• Conducting regular interviews to obtain workers’ feedbacks
• Conducting periodical interviews remotely or at different locations if permitted, e.g., work sites, dormitories, etc
• Reviewing of findings from dormitories’ inspections
• Processing documents pertaining to work commencement and payment claims i.e. job cards, works orders, etc
• Issuing commendations or warning letters to contractors according to their performance and levels of compliance
• Handling of contractors’ delinking matters
• Ad hoc duties as assigned by immediate superior

Qualifications

• Possesses a Diploma or Degree in Engineering or equivalent
