Job Description
Ensure all relevant Quality Assurance Procedures and SOPs are always observed. Liaise with the internal department stakeholders as well as sub-contractors both in house and out of yard. Lead and devise improvement initiatives for existing processes, policies and procedures.
- Maintain a list of reliable sub-contractors to complement the organization workforce through: screening and registration of new sub-contractors, revalidation of existing sub-contractors, post project evaluation of sub-contractors.
- Ensure adequate information/requirements are supplied for sub-contractors’ tenders; prepare commercial terms, bid analysis and negotiate with sub-contractors, if necessary.
- Ensure the coordination of all sub-contracting work for specific projects is in place; assist Project Management on claims assessment for original/variation work scope, including compilation and reporting of sub-contract cost.
- Review the compiled post project evaluation prior to final evaluation by Sub-Contract Committee and map out sub-contractors workload in advance with Production Department to ensure fair distribution.
- Prepare reports and presentations for management reviews, if required.
- Review subcontractors’ applications/renewals for foreign workers’ permits and manage subcontractors according to their sponsorship classifications: assess dependency ratio, adequacy of project values, track recruitment progress, track local workers’ employment activities, conduct regular interviews to obtain workers’ feedback, conduct remote or site interviews if permitted, review findings from dormitories’ inspections, process documents pertaining to work commencement and payment claims, issue commendations or warning letters to contractors according to performance and compliance levels, handle contractors’ delinking matters.
- Handle ad hoc duties as assigned by the immediate superior.
Job Requirements
- Possess a Diploma or Degree in Engineering or equivalent.
- At least 1 year of subcontracting experience with basic Production and/or Engineering knowledge.
- Proficient in Microsoft Office, SAP and iSRP system.
- Possess good communication and interpersonal skills.
- Basic knowledge of contract law, local regulatory requirements and subcontracting nature of business and systems.
- Updated knowledge and understanding in corporate compliance, labour policies and procedures and employment laws.
- Updated knowledge of market rates of labour and specific services for the organization’s construction activities.
- Basic knowledge of offshore and marine construction capabilities and production facilities.
