Job summary

MINDEF Singapore invites a seasoned Training and Education professional to bridge RSN training requirements with Institutes of Higher Learning and to govern the RSN's subscriptions to external courses and seminars, ensuring strategic alignment and governance across procurement and administration.

You will establish partnerships with IHLs, lead the assessment of suitable partners, design evaluation frameworks, monitor outcomes, and drive end-to-end implementation of approved training initiatives,

Qualifications

• Education in Training, Education, Adult Learning, Curriculum Development, Training Evaluation or a related field is preferred.
• Strong communication and interpersonal skills to engage with external stakeholders and build long-term relationships.
• Strong critical thinking with an understanding of strategic direction to translate leadership intent into actionable items.

Responsibilities

• Establish and maintain strategic partnerships with IHLs and benchmark against external best practices.
• Lead the identification and assessment of key IHLs aligning with RSN training needs and co-develop tailored partnership programmes.
• Design and implement evaluation frameworks to monitor the effectiveness of IHL partnerships.
• Conduct landscape analyses to identify gaps and ensure collaborations remain strategically aligned and relevant.
• Drive end-to-end implementation of approved training initiatives with compliant procurement and administrative processes.
• Act as the central authority for RSN subscriptions to external courses and seminars.
