Job summary

Singapore Public Service is seeking a Senior Manager, Financial Assistance & Scholarships in the Student & Alumni Services Office for a 2-year contract. The role leads administration of financial aid, scholarships and donor-funded awards, coordinating with Schools, providers and stakeholders to ensure compliance and impact.

Qualifications

• At least 8 years of relevant experience in student services, financial assistance and scholarship administration or related fields.
• Proven leadership experience in managing teams, strategic initiatives and cross-functional projects.
• Experience in stakeholder relationship management and engagement of diverse internal and external stakeholders.

Responsibilities

• Lead the implementation, planning, administration, review, and enhancement of financial assistance schemes including bursaries, grants, emergency assistance and donor-funded awards.
• Oversee end-to-end administration of scholarship programmes from outreach to recipient monitoring and coordination with stakeholders.
• Review and enhance policies, governance, and processes for compliance, sustainability and operational excellence.
• Drive initiatives to improve student access, retention, progression and success through targeted financial interventions.
• Develop a high-performing team with a culture of service excellence, accountability and continuous improvement.
• Manage budget planning, governance, risk management and operational performance of the programmes.
• Establish KPIs and leverage data analytics to monitor effectiveness and inform programme enhancements.
• Drive digitalisation and streamline workflows to improve operational efficiency and student experience.
