Job summary

XCL World Academy in Singapore is seeking a Procurement Manager to lead the end-to-end procurement of goods and services, ensuring value, compliance, and efficient processes across the School’s operations.

The role collaborates with internal stakeholders to develop sourcing strategies, negotiate terms, and drive improvements in procurement controls and governance. Suitable for candidates with strong vendor management and process optimization skills.

Responsibilities

• Lead end-to-end procurement process including requisitions, POs, goods receipt and order follow-up.
• Ensure purchases align with budgets and approvals per procurement procedures.
• Review requests for completeness and required documentation before processing.
• Monitor open POs and coordinate with requestors and Finance to close items timely.
• Maintain procurement records in systems for audit and reporting.
• Source vendors, obtain quotations, negotiate pricing and terms for best value.
• Identify cost-saving opportunities and consolidation across departments.
• Manage vendor onboarding, documentation, performance and contracts.
• Coordinate tender exercises with stakeholders and ensure proper evaluation and records.
• Plan annual purchasing, manage inventory levels and ensure timely supplies.
• Collaborate with Finance on reconciliations, accruals, and month-end close.
• Drive procurement process improvements, controls, and governance across departments.
• Provide guidance to stakeholders and ensure compliance with procedures.
• Support FPS Insurance reporting and related compliance requirements.
• Lead and develop the Procurement team to meet operational deadlines.
