The role leads partnerships, programmes and solutions to support workers, jobseekers, youths and graduates in achieving better employment and career outcomes. You will guide NTUC’s sub-department, ensuring strategic direction, operational performance, and KPI achievement across portfolios, with strong emphasis on measurable impact for

Qualifications

• Bachelor-level or higher with relevant degree in workforce development, education, public policy or related field.
• Experience translating strategy into practical programmes and partnerships.
• Proven ability to work with diverse stakeholders including unions, employers and government.

Responsibilities

• Lead development and delivery of employment, employability and skills solutions across portfolios.
• Drive policy and programme implementation to enable scalable, sustainable impact.
• Build and deepen partnerships with IHLs, community partners, unions, employers and government agencies.
• Design outreach and career development initiatives to increase awareness and participation.
