Job summary

Skills and Workforce Development Agency in Singapore seeks a Manager/Senior Manager to deepen partnerships, develop programmes and manage grants within the Careers and Employment Services sector. You will translate ideas into well‑designed pilots, ensure governance, and drive timely delivery with partners.

You will engage training providers, IHLs, employers and sector agencies, co‑develop initiatives, manage budgets and reporting, and monitor milestones.

Qualifications

• Extensive experience in partnership management and stakeholder engagement.
• Proven ability to design programmes, pilots and manage grants.
• Strong budgeting, governance and funding processes knowledge.
• Experience with training providers, IHLs, employers or sector agencies is a plus.
• Familiarity with design thinking or human-centred design approaches is a plus.
• Proficient in Microsoft Office, especially PowerPoint and Excel.

Responsibilities

• Engage ecosystem stakeholders to understand needs and expand outreach.
• Co-develop initiatives that support career development and employment outcomes.
• Design and implement programmes, pilots and funding plans with clear objectives and budgets.
• Monitor milestones, budget utilisation and outcomes, escalating issues with practical options.
• Prepare management submissions and presentations for stakeholders.
