Job summary

D L Resources PTE LTD is seeking an IT Technology Procurement Specialist - Strategic Sourcing to join our banking client on contract or full-time basis. Based in the Central Region, you will drive strategic technology procurement initiatives across IT infrastructure, software licensing, cloud services and security solutions.

You will lead end-to-end processes, evaluate TCO, negotiate terms, ensure regulatory compliance, and partner with IT, finance and business units to deliver cost-efficient,

Qualifications

• 5-8 years in IT procurement or vendor management within banking or financial services.
• Strong knowledge of IT infra, software licensing, cloud, and cybersecurity.
• Experience with RFP management, contract negotiation and vendor evaluations.
• Familiarity with MAS Tech Risk MGT TRM or equivalent banking compliance standards.
• Experience with P2P systems and vendor management platforms.

Responsibilities

• Develop and execute strategic sourcing plans for IT technology in banking.
• Conduct market analysis and vendor landscape assessments for compliant solutions.
• Lead end-to-end procurement: requirements, RFPs, evaluations, negotiations, contracts.
• Manage vendor relationships and negotiate terms and SLAs.
• Evaluate total cost of ownership and identify cost-saving opportunities.
• Ensure procurement activities comply with banking regulations and cybersecurity standards.
• Collaborate with IT, business units, and finance to align with objectives.
• Maintain procurement docs, vendor metrics, and audit trails.
• Stay updated on technology trends and best practices in financial IT procurement.
