Job summary

United Overseas Bank Ltd in Singapore seeks a SVP, Strategic Procurement Team Lead to steer the Bank's technology sourcing and procurement strategy in support of the 10-year transformation roadmap.

You will lead a team of Strategic Sourcing & Procurement professionals, oversee end-to-end source-to-contract activities, complex contract negotiations, and strategic supplier management across the Bank, ensuring governance, regulatory compliance and senior management engagement.

Qualifications

• Extensive IT/technology sourcing experience in large, regulated environments.
• Proven track record negotiating complex technology contracts, including outsourcing.
• Experience leading high-volume sourcing portfolios under tight timelines.
• Ability to engage with senior management in commercial and governance discussions.
• Demonstrated people leadership with coaching of senior procurement professionals.
• Strong influencing skills and ability to manage demanding stakeholders.
• Resilience under pressure and a high standard of governance and compliance.

Responsibilities

• Act as the strategic procurement partner to senior GTO and business stakeholders, supporting major technology initiatives.
• Lead the review, structuring, and negotiation of a high volume of complex technology contracts annually.
• Oversee end-to-end sourcing lifecycle activities including RFPs, negotiations, due diligence, and finalisation.
• Define, implement, and refine Bank-wide IT procurement and category strategies with GTO stakeholders.
• Establish supplier relationships and governance frameworks for assigned strategic suppliers.
• Ensure procurement governance, policies, standards, and regulatory requirements are followed.
