Based in the Central Region, you will drive strategic technology procurement initiatives across IT infrastructure, software licensing, cloud services and security solutions.

Qualifications

About the role

We are seeking an IT Technology Procurement Specialist - Strategic Sourcing to join D L Resources' Banking Client on contract and full-time basis. Based in the Central Region, this role is pivotal in driving strategic technology procurement initiatives within the banking sector. You will be responsible for identifying, evaluating and securing technology solutions that support our banking clients' operational excellence and digital transformation goals. This position bridges procurement expertise with technology acumen, playing a critical strategic role in vendor management, cost optimisation and risk mitigation across complex IT portfolios.

Key responsibilities

1. Develop and execute strategic sourcing plans for IT technology solutions, including infrastructure, software, cloud services and emerging technologies tailored to banking sector requirements
2. Conduct market analysis and vendor landscape assessments to identify optimal technology providers and solutions that align with banking compliance and security standards
3. Lead end-to-end procurement processes including requirements gathering, RFP development, vendor evaluation, negotiation and contract management
4. Manage vendor relationships, negotiate commercial terms and service levels, and ensure adherence to contractual obligations and performance metrics
5. Evaluate total cost of ownership (TCO) and identify opportunities for cost savings, efficiency improvements and value optimisation without compromising quality or security
6. Ensure all technology procurement activities comply with banking regulations, internal governance frameworks, risk management policies and cybersecurity standards
7. Collaborate with internal stakeholders including IT teams, business units and finance to understand technology needs and ensure alignment with business objectives
8. Maintain detailed procurement documentation, vendor performance metrics and audit trails to support transparency and accountability
9. Stay current with technology trends, market developments and industry best practices in IT procurement within the financial services sector

What we're looking for

1. 5-8 years of experience in IT procurement, strategic sourcing or vendor management, with demonstrable experience in the banking or financial services sector
2. Strong understanding of IT technology categories including infrastructure, software licensing, cloud services (SaaS, PaaS, IaaS), cybersecurity solutions and emerging technologies
3. Proven expertise in conducting vendor evaluations, RFP management, contract negotiation and commercial acumen in complex technology deals
4. In-depth knowledge of banking sector compliance requirements, regulatory frameworks, risk management principles and security standards (such as MAS Tech Risk MGT TRM)
5. Proficiency in procurement systems, tools and platforms; experience with P2P (Procure-to-Pay) systems and vendor management software
6. Excellent analytical and problem-solving skills with the ability to assess total cost of ownership and identify value optimisation opportunities
7. Strong stakeholder management capabilities with the ability to communicate effectively across technical, business and executive levels
8. Project management expertise with proven ability to manage multiple complex procurement initiatives simultaneously
9. Professional certifications such as CIPS, APICS, or relevant procurement qualifications are advantageous
10. Strong negotiation and interpersonal skills with exceptional attention to detail and ability to work independently
