Job summary

The People''s Association in Singapore seeks a Senior Manager in the Communications Development Division to strengthen PA''s communications workforce through policy and capability building. You will develop frameworks, resources, and cross‑functional solutions that empower communications officers and deliver measurable impact.

You will lead strategic projects, engage diverse stakeholders, and drive organisation-wide initiatives to modernise processes, knowledge management, and workforce

Qualifications

• 3–5 years of relevant experience in strategic communications, organisational development or policy planning.
• Strong analytical and problem‑solving skills with ability to translate inputs into practical frameworks.
• Excellent written and verbal communication for diverse audiences and senior stakeholders.

Responsibilities

• Develop and review competency frameworks, career pathways, and role definitions for PA communications officers.
• Design and maintain knowledge resources, playbooks, toolkits, templates and best practice guides.
• Coordinate Communities of Practice to share ideas and build capability across PA.
• Develop policies, governance frameworks and operating guidelines to ensure clear accountability.
• Monitor impact of capability-building initiatives and prepare data‑driven reports.
• Partner across PA divisions to co‑design solutions and pilot AI-enabled workflows.
