Job description

What the role is

As a Senior Manager in the Communications Development Division (CoD), part of PA's Communications Group, you will support initiatives that strengthen PA's communications workforce through policy development, organisational planning and capability-building. Working with stakeholders across PA, you will help develop the frameworks, resources and initiatives that enable communications officers to succeed in their roles.

This role offers opportunities to work on organisation-wide and cross-functional projects, gain exposure to policy and organisational planning, and contribute to the continuous development of PA's communications workforce. It is well suited for someone who enjoys solving organisational challenges, working with stakeholders, and turning ideas into practical solutions.

What you will be working on
  • 1. Develop and review competency frameworks, career pathways, and role definitions for communications officers across PA.
  • 2. Design and maintain knowledge management resources, including playbooks, toolkits, templates, and best practice guides. Coordinate Communities of Practice (CoPs) that enable communications officers to exchange ideas, build collective capability, and apply good practices in their day-to-day work.
  • 3. Develop and review policies, governance frameworks, and operating guidelines that support PA's communications function to ensure clear accountability and streamlined operations across PA's communications teams.
  • 4. Monitor and evaluate the effectiveness of capability-building initiatives through data analysis and stakeholder feedback, and prepare reports and recommendations for management to support evidence-based, continuous improvement of PA's communications function.
  • 5. Partner stakeholders across PA divisions to understand capability needs, co-develop practical solutions, and pilot new approaches, including the adoption of AI-enabled tools and workflows to strengthen communications capability and improve how the organisation engages with communities.
  • 6. Manage project coordination, budgets, and procurement processes to ensure the timely, compliant, and effective delivery of capability-building initiatives across PA.
What we are looking for
Experience

At least 3 to 5 years of relevant experience in strategic communications, organisational development, communications planning, policy development, or a related field.

Skills (Must-have)
  • 1. Strong analytical and problem-solving skills, with the ability to translate research and stakeholder inputs into practical frameworks and actionable recommendations.
  • 2. Strong written and verbal communication skills, including experience preparing reports, briefing papers, and presentations for diverse audiences.
  • 3. Good project management skills, with the ability to coordinate multiple workstreams and deliver quality outcomes within timelines.
  • 4. Strong stakeholder engagement and facilitation skills, with the ability to work effectively across teams, build consensus, and drive initiatives from concept through implementation.
  • 5. A proactive and curious mindset, with genuine interest in improving organisational capability, knowledge sharing, and professional development.
Skills (Good-to-have)
  • 1. Experience in policy development, organisational capability building, or knowledge management.
  • 2. Experience managing professional networks or Communities of Practice.
  • 3. Familiarity with public communications, community engagement, or the public sector.
  • 4. Interest in AI applications for communications efficiency or workforce transformation.
  • 5. Knowledge of a second language (Chinese, Malay, or Tamil) to engage with diverse communities.
