Job summary

The Senior Manager in the Communications Development Division at the People’s Association (PA) will drive policy development, organisational planning and capability-building across PA's communications workforce. You will work with stakeholders to develop frameworks and resources that enable communications officers to succeed in their roles.

• Strong analytical and problem-solving skills with ability to translate research and inputs into practical frameworks.
• Excellent written and verbal communication for reports, briefs, and presentations.

Responsibilities

• Develop and review competency frameworks, career pathways, and role definitions for communications officers across PA.
• Design and maintain knowledge management resources, including playbooks, toolkits, templates, and best practice guides.
• Develop and review policies, governance frameworks, and operating guidelines to streamline PA's communications function.
• Monitor and evaluate capability-building initiatives through data analysis and stakeholder feedback; prepare reports for management.
• Partner across PA divisions to understand capability needs and pilot AI-enabled tools and workflows.
• Manage project coordination, budgets, and procurement processes for capability-building initiatives across PA.
