Job summary

MANPOWER STAFFING SERVICES (SINGAPORE) PTE LTD is seeking a Senior Fire Safety Manager to lead the M&E team for a high-rise commercial/mixed development in the CBD, Singapore.

You will oversee maintenance of Electrical, ACMV, Lighting, Fire Protection, Elevators & Escalators, and related systems, ensure compliance, manage budgets and vendor performance, and deliver high standards of service to tenants and clients.

Qualifications

• Senior Fire Safety Manager certification required.
• Degree in Mechanical or Electrical Engineering with 3–5 years of experience, or Diploma with 5–8 years.
• Experience managing high-rise commercial buildings or mixed developments.
• Knowledge of operation, maintenance, fit-out practices and local ordinances.
• Strong organization, problem solving and communication skills.
• Managerial experience and ability to work under pressure.
• Strong interpersonal and stakeholder management skills.

Responsibilities

• Lead the M&E team to maintain and operate electrical, ACMV, lighting, generators, elevators/escalators, and other systems.
• Develop preventive maintenance plans and monitor budgets.
• Coordinate contractors/vendors to meet timelines and standards.
• Prepare monthly reports and KPI tracking for senior management.
• Review tenant fit-out applications and coordinate with stakeholders.
• Assist in tender processes and cross-department collaboration.
• Ensure compliance with safety rules, regulations and Green Mark standards.

About the Job

Responsible for leading the M&E team to deliver high level of Property Management services for a mixed development.

M&E Systems

• Responsible for the overall day-to-day maintenance and operations of M&E systems including Electrical Installation, ACMV system, Lighting, Generator Sets, AV System, Fire Protection System, Elevators & Escalators, Telecommunication, Kitchen Exhaust System, Grease Interceptor system, Wi-fi System, etc.
• Monitor and maintain the efficient and safe operation of all M&E & related systems to ensure smooth operations.
• Ensure all systems operate in accordance with the system design and operation intent.
• Develop and monitor preventive and comprehensive maintenance plan for the systems.
• Plan and procure parts & maintenance services within set budget.
• Coordinate and supervise maintenance activities to ensure contractors / vendors and technicians complete all repair and maintenance work within the required timelines and standards.
• Carry out ad-hoc project works to enhance the M&E and related systems.
• Review and approve tenant fit-out applications.
• Prepare Expense Approvals and Proposal Papers for client’s approval.
• Manage the delivery of excellent customer services consistent with the required service standards.
• Forecast, plan and prepare budget and monitor expenditure within the approved budget.
• Liaise with and ensure professional management of tenants, business partners, government agencies, vendors/ suppliers.
• Member of CERT Team.
• Prepare and submit monthly reports.
• Lead and supervise the M&E team to achieve set KPIs.
• Assist in tender process, such as prepare tender specifications, conduct site show round and do tender clarification.
• Work closely with other departments to deliver the above duties.

Sustainability

• To monitor utilities consumption and reading of building equipment and fittings for irregular consumption and take corrective measure if necessary.
• Prepare quarterly sustainability report with trending and analysis.
• Ensure Green Mark compliance and work closely with Green Mark consultant.
• Drives sustainability initiatives.

Emergency

• To lay down procedures and contact numbers of persons to be contacted for dealing with emergency situations such as pipe burst, fire, power failures, structural damage, etc.
• To ensure the implementation and maintenance of the OMS system in accordance to establish organizational standard.

Reporting & Budgeting

• Prepare accurate, timely and completed reports, including monthly performance reports and variance reports for review by senior management.
• Prepare annual budgets and quarterly reforecasts relating to the operating expenditure under your charge.
• Manage all accounts payable for the property, including collection, and approval of invoices.
• Respond to problems and concerns and ensures compliance with rules and regulations.

Knowledge/Experience:

• Senior Fire Safety Manager certified
• Degree in Mechanical/ Electrical Engineering or its equivalentwith at least 3-5 years of experience; or Diploma in Building Services/ Mechanical/ Electrical or its equivalent with at least 5-8 years of experience.
• Relevant experience in managinghigh rise commercial buildingsor mixed developments.
• Knowledge ofoperation, maintenance, fit out practices and related local ordinances.
• Experience in formulating and implementing maintenance policies and procedures, project management for capital works.
• Independent with integrity, innovative, proactive and resourceful.
• Good organization, problem solving and communication (verbal and written) skills.
• Managerial experience is essential and ability to work under pressure.
• Good interpersonal skills with team player qualities to manage both internal and external stakeholders.
