Job summary

The Civil Aviation Authority of Singapore (CAA) is seeking an experienced Senior Manager/Manager to lead the Spatial Transformation Project for the Singapore Aviation Academy. The role covers end-to-end procurement, contract management, and governance to uphold sound delivery and compliance.

Qualifications

• Training in Quantity Surveying, Civil Engineering, Building, Construction Management, or a related field.
• At least 5 years of relevant experience in contract management and procurement.
• A combination of office-based contract administration and construction-site experience is strongly preferred.
• Experience in additions and alterations, particularly involving institutional or government buildings, would be an advantage.
• Demonstrated project governance experience, including the implementation of approval processes, controls, and risk management practices.
• Familiarity with standard forms of construction contract, including the Public Sector Standard Conditions of Contract (PSSCOC).
• Working knowledge of government procurement frameworks, including the Government Instruction Manuals (IM) and the Government Electronic Business (GeBIZ) procurement platform.
• Strong analytical and writing skills, with experience in preparing procurement documents, contract variation papers, and approval papers.
• Ability to manage multiple workstreams, meet tight deadlines and engage stakeholders effectively at all levels.
• Excellent teamwork and interpersonal skills, with a demonstrated ability to collaborate across multidisciplinary teams and build constructive working relationships.

Responsibilities

• Oversee end-to-end procurement activities and prepare tender/quotation documents.
• Administer contracts post-award, monitor performance and compliance, and assess variation requests.
• Prepare contract variation papers with proper documentation and approval.
• Conduct site visits to verify progress and inform contractual decisions.
• Engage consultants, site staff, and contractors on cost, schedule, or operational implications.
• Manage project budget, cost controls, forecasts, and variation costs.
• Present budget, tender recommendations, and approvals to management and authorities.
• Ensure governance and compliance with policies and delegated authority limits.
• Maintain procurement records and support audits.
• Collaborate with project managers, engineers, finance, and legal teams to align activities.
