Job summary

Civil Aviation Authority of Singapore is seeking an experienced Senior Manager/Manager to support the Spatial Transformation Project. You will oversee end-to-end procurement and contract management, ensuring governance and compliance throughout delivery.

Lead tendering, contract variation, and cost controls while coordinating with engineers, finance, and legal to align with project timelines and authorities. Three-year contract with potential for renewal, based on performance.

Qualifications

• Training in Quantity Surveying, Civil Engineering, Building, Construction Management, or a related field.
• At least 5 years of contract management and procurement experience, with office and construction-site experience preferred.
• Experience in additions and alterations, particularly involving institutional or government buildings, is advantageous.
• Demonstrated project governance experience, including approval processes, controls, and risk management.

Responsibilities

• Manage end-to-end procurement activities, including tenders, quotations, and other procurement exercises.
• Prepare and issue Invitations to Tender, Invitations to Quotation and other procurement documents; evaluate submissions; and recommend awards.
• Administer contracts following award, monitor contractor performance and contractual compliance, and assess claims and variation requests for validity and reasonableness.
• Prepare contract variation papers, ensuring that changes are properly documented, justified, and approved within delegated financial authority limits.
• Conduct and participate in site visits and inspections to verify progress and support contractual decisions.
• Engage consultants, site supervisory staff, and contractors to identify developments with contractual, cost, schedule, or operational implications.
• Manage the development budget and project cost controls, including expenditure forecasting, progress payments, cost reporting, and variation costs monitoring.
• Prepare and present budget, tender recommendation, contract variation and other approval papers to management and approving authorities.
• Maintain procurement and contract management records and support audits.
• Collaborate with project managers, engineers, finance, legal and other stakeholders to align activities with timelines and objectives.
