Job summary

Civil Aviation Authority of Singapore (CAAS) invites a Senior Manager to drive transformation across ground handling and air cargo sectors. You will build deep relationships with operators, shape engagement strategies and coordinate cross-agency initiatives to improve capacity, productivity and resilience.

You will lead sector-wide transformation projects, guide infrastructure and workforce development, and supervise junior officers.

Qualifications

Passion for aviation and interest in growth and transformation of ground handling and air cargo sectors.
Training in any discipline with at least 4 years of relevant working experience.
Strong conceptual and analytical skills for transformation programmes.
Excellent interpersonal, verbal and written communication with stakeholder persuasion.
Public sector experience and cross-functional engagement are pluses.

Responsibilities

Serve CAAS as key contact for ground handlers/cargo operators; build strong relationships.
Develop and execute engagement strategies aligning with Singapore's air hub priorities.
Partner to develop transformational plans for infrastructure, operations and workforce.
Support capacity, manpower, capability, sustainability and innovation priorities.
Lead sector-wide initiatives across multiple companies and stakeholders.
Track outcomes and provide management insights on performance, risks and opportunities.
Lead inter-agency workstreams and mentor junior officers (for Senior Manager role).
