Job summary

Qualifications

• 5+ years of enterprise software engineering experience delivering public sector projects.
• Active AWS Certified Solutions Architect – Professional certification is required.
• TOGAF 9 / TOGAF Enterprise Architecture or equivalent certification.
• Hands-on experience with Java, Spring Boot, React.js and Node.js.
• Experience deploying high-availability infrastructure on AWS Cloud.
• Must be clearable under Singapore government security clearance protocols.

Job description

Solution Architect at NEC Asia Pacific Pte Ltd leads the technical strategy, design, and deployment of complex enterprise software systems for Singapore public sector clients. Operating on the System integrator side, this role serves as the primary technical expert bridging our engineering delivery teams with government statutory boards and ministries (e.g., GovTech, MHA, MINDEF, MOM etc). The architect ensures that NEC proposed solutions win bids, deliver on time, and remain fully compliant with Instruction Manual 8 (IM8) and Government Commercial Cloud (GCC v2.0)/ MINDEF Commercial Cloud (MCC) frameworks.

Responsibilities

• Solution & Architecture: Design modern, containerized microservices architectures using Java/Spring Boot, React.js, and Node.js that fit the vendor delivery framework and SLA metrics.
• Pre-Sales & RFP Technical Leadership: Author comprehensive technical architecture blueprints, state-of-play matrices, and resource effort estimations for public sector tenders (GeBIZ RFPs).
• GCC /MCC Deployment Delivery: Architect and orchestrate application migration and deployment onto AWS environments conforming strictly to MCC/GCC on boarding requirements.
• Client-Facing Technical Diplomacy: Act as the trusted technical advisor presenting technical designs, risk mitigation plans, and change requests clearly to government project management offices (PMOs) and technical auditors.
• IM8 Compliance & DevSecOps Assurance: Embed automated security compliance tools (SAST/DAST) into the delivery pipeline to meet mandatory IM8 security controls and penetration testing guidelines before government handover.

Requirements

• Experience: 5+ years of enterprise software engineering experience, including significant experience delivering projects on behalf of a System Integrator to public sector clients.
• Mandatory Cloud Certification: Active AWS Certified Solutions Architect – Professional certification
• Valid industry-standard Enterprise Architecture certification is required (e.g., TOGAF 9 / TOGAF Enterprise Architecture, IASA CITA, or equivalent).
• Technical Proficiencies: Experience in application delivery in Java, Spring Boot, React.js, and Node.js. Hands-on expertise architecting high-availability infrastructure deployments using AWS cloud-native patterns.
• Clearance: Must be clearable under standard Singapore Government security clearance protocols.
• Able to work in a fast-paced environment with dynamic projects teams.
• Strong customers and team players with the ability to effectively lead and motivate teams towards common objectives.
• A self-starter and able to work under pressure and tight schedule with positive and proactive attitude to anticipate challenges and resolve issues.
