Job summary

Newtone consulting seeks an experienced Software Manager to lead software engineering for a large-scale Singapore public sector ICT project. You will oversee architecture, delivery, quality, security, and integration while ensuring compliance with government standards.

You will manage a development team across the full SDLC, enforce standards, and provide technical leadership across C#, SQL Server, Azure, and enterprise environments, coordinating with stakeholders and vendors.

Qualifications

• 8–12+ years of software development leadership experience.
• Strong C# and Microsoft SQL Server development background.
• Experience with enterprise software systems and complex integrations.
• Familiarity with SDLC, DevSecOps, and secure development practices.
• Knowledge of Singapore public sector / GovTech projects is highly preferred.
• ISO 9001 / ISO/IEC 27001 awareness is advantageous.
• Nice-to-have: Azure Cloud, Power BI, IBM MQ/ACE, REST APIs.

Responsibilities

• Lead and manage the software engineering team across the full SDLC, from design through deployment and maintenance.
• Define and enforce software engineering, coding, testing, configuration management, and documentation standards.
• Provide technical leadership across C#, Microsoft SQL Server, Azure, and enterprise application environments.
• Oversee application and system integration using REST APIs, IBM MQ, and IBM App Connect Enterprise (ACE).
• Coordinate with infrastructure, cybersecurity, QA, architects, and project teams to ensure successful delivery.
• Lead technical and architecture reviews with customers, vendors, and government stakeholders.
• Drive software quality through unit testing, code reviews, security scanning, defect management, and root-cause analysis.
• Ensure secure development and compliance with IM8, ISO 27001, ISO 9001, and ISO/IEC 12207.
• Manage development progress, risks, dependencies, and engineering deliverables against project milestones.

• Experience managing enterprise software development teams and complex system integrations.
• Good understanding of SDLC, DevSecOps, software quality, and secure development practices.
• Strong leadership, stakeholder management, analytical, and problem-solving skills.
• Experience with Singapore public sector / GovTech projects and IM8 is highly preferred.
• Knowledge of relevant standards such as ISO 9001, ISO/IEC 27001 is advantageous.
